- Description The Department of Veterans Affairs is seeking offerors for the design and construction of a new warehouse facility with a warehouse area of approximately 55,000 gsf and an administrative office area of approximately 10,000 gsf, associated with the VA Medical Center, located at 400 Veterans Avenue, Biloxi, Mississippi. This solicitation is reserved for Service Disabled Veteran-Owned Small Business. This procurement provides for furnishing complete design services and all labor, materials, equipment for the construction of the aforementioned Construct New Warehouse project. The work shall include general construction, site utilities, access roads and parking, site lighting, mechanical and electrical work, structural steel erection, utility systems, fire alarm system, tele/data systems, and other work as described in the specifications and drawings. Mechanical and electrical systems to be fed from a central utility plant. The design shall conform with all applicable local, State and Federal codes and requirements. The offeror shall obtain any and all necessary licenses and/or permits required to perform this work in the State of Mississippi. The NAICS Code for this project is 236220. The small business size for this NAICS code is $31,000,000. The Cost Range for this project is between $5,000,000 and $10,000,000. Solicitation documents will be available on or about August 8, 2007. All responsible firms may submit a proposal, which shall be considered by the Department of Veterans Affairs. Proposal documents are available at a cost of $100.00 per set, refundable upon return to VAMC Biloxi. A pre-proposal conference and small business workshop are scheduled for August 17, 2007, at 10:00 a.m. local time at the VAMC Biloxi, located at Bldg T-101, 400 Veterans Avenue, VAMC Biloxi, MS. Sealed proposals are due to the Contracting Officer by September 11, 2007, 3:00 p.m. EST. There will be no public opening. All offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds. The proposals will be evaluated and award made on the basis of Best Value Procurement in accordance with FAR Subpart 15. Contract will be awarded SUBJECT TO AVAILABILITY OF FUNDS.
