NAICS: 481211 - Nonscheduled Chartered Passenger Air Transportation SET -ASIDE: Total (100%) Small Business Set - Aside, pursuant to FAR 19.502 (2) (a) CONTRACTING OFFICE ADDRESS: DEPARTMENT OF VETERANS AFFAIRS, VISN 19, Rocky Mountain Consolidated Contracting Center, 4100 E. Mississippi Avenue, Suite 1110, Glendale, CO 80246 DESCRIPTION: The Veterans Integrated Service Network (VISN) 19 Rocky Mountain Network Contracting Center contemplates multiple awards of a IDIQ Contract (Firm Fixed Price, Indefinite Delivery, Indefinite Quantity - IDIQ), to continue Air Charter, Air Taxi and Air Ambulance Service, Fixed-Wing Transportation, resulting from a formal solicitation. Services will be provided to all VISN 19 facilities, which include the VA Eastern Colorado Health Care System, Denver, CO; VA Montana Health Care System, Fort Harrison, MT; George E. Wahlen VA Medical Center, Salt Lake City, UT; VA Medical Center, Grand Junction, CO; VA Medical Center, Sheridan, WY: VA Medical Center, Cheyenne, WY. This acquisition shall be for a full and open solicitation for a Firm-Fixed Price, IDIQ Contract with one (1) base plus two (2) option years. This acquisition is being synopsized under the North American Industry Classification (NAICS) code 481211, Nonscheduled Chartered Passenger Air Transportation. The Small Business Small Business size standard is 1,500 Offerors shall provide Air Taxi, Air Charter and/or Air Ambulance Fixed-Wing Transportation services under an IDIQ task order contract for Department of Veteran Affairs (VA), in accordance with standard industry practices and in accordance with the terms, conditions, and schedules. Most patients will be located within the VISN 19 region. The VISN 19 region includes the entire State of Montana, Wyoming, Utah, and Colorado; Eastern portions of the States of Idaho and Nevada; and the far western portions of the States of North Dakota, Nebraska and Kansas. Historically, many of the transports have been made from locations within the VISN 19 region to either the VA Medical Center located in Salt Lake City, Utah, or Denver, Colorado. Transports have originated and/or ended at the following locations: Billings and Helena (Fort Harrison), Montana; Cheyenne, Casper, and Sheridan, Wyoming; Salt Lake City, Utah; and, Grand Junction, Pueblo and Denver, Colorado. This list does not preclude the transport of a patient from and to other locations and the transport to other VA Medical Centers outside of VISN 19. All patient transports under this contract shall be for patients located within the VISN 19 region. Any patient transports which involve transporting a patient either into or out of the VISN 19 region shall be negotiated as a separate contract issued by either the sending or receiving VA facility Multiple contract awards may be a result of this solicitation. The Government will be obligated to order only the minimum quantity of $5,000.00 per individual contract. The maximum quantity to be order is not to exceed $1,500,000.00 per individual contract. The amount of services required under the terms of this contract shall be determined solely by each of the participating VISN 19 facilities. The contract(s) will be awarded using Price/Performance trade-off best value procedures. The solicitation will be issued via the FedBizOps at http://www.fedbizopps.gov/. No paper copies of the solicitation, specifications, plans, mailing lists or associated solicitation documents will be issued from this office. Telephone requests will not be accepted. All interested parties must register on the FedBizOps site in order to receive notification or changes and/or new postings to the solicitation. There will be no further pre-announcement of when the solicitation will be posted, however, the issuance date is anticipated on or around July 27, 2007 with a closing date of August 24, 2007. All potential offerors are reminded that in accordance with FAR 52.212-4 all contractors are required to be registered with the Central Contractor Registration (CCR) database in order to conduct business with the Federal government.
