Description
The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to The Southern Center for International Studies (SCIS), 320 W. Paces Ferry Road NW, Atlanta, GA 30305 for the development of Instructional DVD and Instructor CD for AFJROTC instructors to aid in teaching previously purchased textbooks from SCIS entitled ?Aerospace Science: Global and Cultural Studies? AS-200. The requirement is as follows: 1. Develop, edit and production of instructional DVD for Aerospace Science:Global and Cultural Studies AS-200 Qty 1000 2. Develop, edit and production of visual presentation CD for Aerospace Science:Global and Cultural Studies AS-200 Qty 1000. NAICS Code 511130. This will be a firm-fixed type contract. This requirement is a sole source requirement IAW FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirement). The publication rights to this book belongs to the Southern Center for International Studies (SCIS). Contractors must be registered in the Central Contractors Registration database (www.ccr.gov) prior to award of any Government contract in accordance with DFARS 252.204-7004. If there are any other businesses that can provide the specified textbooks, they must respond to this notice before 10:00am cst on 27 July 2007, to ATTN: Suzanne Carter, Phone: 334-953-8083; Fax: 334-953-3543 or suzanne.carter@maxwell.af.mil. If no responses are received by the above date, a sole source contract with SCIS will be pursued. PERFORMANCE WORK STATEMENT 1. SCOPE: This Performance Work Statement (PWS) defines the effort required for the design, development, delivery, and evaluation of curriculum materials for Aerospace Science: Global and Cultural Studies (AS-200) Instructional DVD and Instructor CD. The materials shall consist of a DVD and CD. This PWS includes the associated curriculum format and content, project management, and product planning requirements. 1.1. Introduction: The Curriculum Division of the Air Force Officer Accession and Training Schools (AFOATS/CR) is the executive agent for Air Force Junior Reserve Officer Training Corps (AFJROTC) curriculum. AFOATS/CR supports AFJROTC?s mission of developing ??citizens of character dedicated to serving their nation and community?. Additionally, the objectives of AFJROTC are to educate and train high school cadets in citizenship; promote community service; instill responsibility, character, self-discipline; and provide instruction in air and space fundamentals. 1.2. Background: AFOATS/CR is in the process of developing an instructional DVD and an Instructor CD for the Air Force Junior ROTC program to inject educational awareness of world affairs, regional studies and cultural awareness into its high school citizenship building program. Market research reveals that the only body of materials that adequately address these areas, with the visual aids, lesson plans and required regional studies topics, is an area studies series produced by the Southern Center for International Studies (SCIS). The SCIS series uses the features AFOATS needs to facilitate the learning process for its high school population?visual aids, hands-on activities and exciting, current day subject matter. The SCIS package delivers a thorough study of the different regions of the world with hands-on activities injected into the courseware to excite students about their world environment, political issues facing the planet and the different cultures and peoples that make up their world. These features all perfectly match the AFOATS? goal for this program. SCIS material is already in use by the junior and senior ROTC and OTS programs within AFOATS, including the instructional guide and videos produced by SCIS for this series. The purpose of the instructional DVD is to train AFJROTC instructors on how to teach the material and the purpose of the Instructor CD is to increase student learning and retention by adding visual support materials to the presentation of the course content and electronic copy of the already developed student workbook. The DVD will equip the instructors with the knowledge needed to teach the course and give them the ammunition they need to enter the classroom feeling knowledgeable which will in-turn raise their self-confidence and enhance their enthusiasm. The CD will increase the students learning and retention by adding visual support materials to the presentation of the course content and provide the instructors with electronic version of the existing hard copy student workbook for use in developing exams and other classroom needs. 1.2.1. The source for the instructional DVD and Instructor CD is the SCIS World in Transition Educational Series, published by The Southern Center for International Studies, 320 West Paces Ferry Road, N.W., Atlanta GA 30305. The specific sections to be used as the primary sources from which the instructional DVD and Instructor CD are to be developed include: Europe in Transition, The Middle East in Transition, South Asia in Transition, East Asia in Transition, Africa in Transition, and Latin America in Transition. The new instructional DVD and CD will follow the current book?s sequence of topics and subtopics. (Appendix II) 2. DESCRIPTION OF SERVICES 2.1. General: The instructional DVD will consist of a DVD and Instructor CD will consist of a CD. Each individual DVD and CD will have cover art silk screened and individually numbered sequentially. The instructional DVD and Instructor CD will have cover art consisting of, at minimum, the AFJROTC shield. Cover art designs will be submitted to AFOATS/CRJ. AFJROTC/CRJ will be the final approval authority for the DVD and CD cover art. 2.1.1. The content of DVD and CD shall be identically aligned by lessons, reading material and activities, in the same lesson-ordered sequence as found in the appropriate six instructional guides and the workbook files will be in a folder on the CD, clearly marked by region and lesson. 2.1.2. The DVD and CD will be developed with chapters (Chapterized) allowing the viewer to select [a link] from a main menu or individual chapters. Each chapter/section of the DVD and CD will be derived from the Aerospace Science: Global and Cultural Studies six selected regions, published by The Southern Center for International Studies. Each lesson will be structured as an individual chapter and may or may not have a subchapter instructing and demonstrating difficult topics. 2.1.3. Any intellectual property contributed by the contractor shall be used by the government with unlimited copyright rights and may be posted on AFJROTC?s Cyber Campus password-protected website. 2.1.4. Each individual DVD set will be packaged in an industry standard 5?? x 7?? Case with the cover art inserted in the attached plastic sleeve. 2.2. Curriculum Materials. Curriculum materials shall consist of a complete DVD and CD; and a complete set of master files. 2.2.1 Each of the six regions? presentation slides and talking points on the CD shall be labeled and sequenced with the same titles and order found in the respective instructional guide lessons. Each CD lesson folder will also contain handouts, worksheets and other instructional guide designated resources for the same activities found in the respective instructional guide for each lesson. 2.2.2. The DVD will contain representative presentations of lessons derived from those found in each of the instructional guides. 2.2.2. AFOATS/CRJ will provide updates and changes to the contractor during the Post Award Conference for inclusion in the curriculum materials. 2.2.3. Contractor shall meet or exceed AFJROTC Formatting Standards (Appendix III) 2.3 Content Development 2.3.1. Unspecified Content: AFOATS/CRJ may include unspecified content for inclusion into the instructional DVD and Instructor CD. The contractor shall correlate and integrate this material into the DVD and CD. AFOATS/CRJ will provide the contractor this material during the development phase of the instructional DVD and CD. 2.3.2. All DVD and CD curriculum content and DVD and CD format will be developed by a team consisting of the contractor, sub-contractor, and AFOATS/CRJ personnel to ensure that all facets of the instructional DVD and Instructor CD is properly designed, developed, and delivered. 2.3.2.1. Attached to this SOW are the table of contents and the suggested format of the instructional DVD and CD. (Appendix II) 2.3.2.2. AFOATS/CRJ will have final approval authority with regard to the production, editing, and any talent used in the development of the instructional DVD and CD. 2.4. Deliverables 2.4.1. The contractor shall provide the following review materials prior to providing the final deliverable: ?? The DVD script will be provided to AFOATS/CRJ for approval. ?? The studio set will be approved by AFOATS/CRJ ?? Style and format of each lesson and supporting lessons will be approved AFOATS/CRJ ?? A pre-production DVD proof will be provided to AFJROTC/CRJ prior to final production. ?? Final review Instructor CD containing slide presentation (in Word and PDF formats) ?? ?One-off? proof hard copy of the Instructor CD, including PowerPoint slides, talking points for each lesson and workbook content 2.4.2. The contractor shall provide the following deliverables. ?? 1,000 complete and packaged instructional DVD delivered to AFJROTC/CR?s warehouse. ?? 1,000 complete and packaged Instructor CD delivered to AFJROTC/CR?s warehouse. ?? One dozen copies of each the DVD and CD will be delivered to AFOATS/CRJ at Maxwell AFB, AL. ?? All master electronic files (AFOATS/CR will own the rights). 3. SERVICE SUMMARY Performance Objective PWS para Performance Threshold The Instructional DVD and CD will have approved cover art silk screened on each DVD and CD. Each DVD and CD will be sequentially numbered. 2.1. Cover art will be approved by AFOATS/CRJ and will contain zero errors. The instructional DVD and CD will be Chapterized allowing the viewer to select individual chapters. The viewer will have the ability to start and stop each chapter and will be able to return to easily return to the main menu. The sequence of the lessons contained on the DVD and CD will match the exact sequence of the instructor guides, Aerospace Science: Global and Cultural Studies course. 2.1.2. Each lesson will be an individual chapter. Navigation from one chapter to another or back to the main menu will be without technical error. The selected technique scenarios for the DVD will match the lesson sequence of the instructional guides. Aerospace Science: Global and Cultural Studies, with zero errors. The instructional DVD and CD package will be able to secure the entire DVD and CD packages. The package will be industry standard with a size of 5? x 7?. Approved cover art will be inserted into the plastic cover sleeve. 2.1.4. Packaging and art will be approved by AFOATS/CRJ. The DVD script and CD content will be professionally written/produced and edited. The final version of the DVD and CD will be provided to AFOATS/CRJ prior to ?burning? the final master file. 2.4.1. Script will contain zero major errors and no more than 10 minor errors. Final approval of the edited master file will be provided to AFOATS/CRJ and will contain zero major errors and no more than 10 minor errors. 4. GOVERNMENT FURNISHED PROPERTY AND SERVICES 4.1. Copy of current Instructor Guides, Student Workbooks, and Instructor?s Answer Key will be provided to contractor at the Post Award Conference for use as a guide in producing the DVD and CD. 4.2. The contractor shall research and gain approval for the publications and use of all copyrighted material used on the DVD and CD. 4.2.1. The final content of all curriculum materials shall be subject to the approval, disapproval, and acceptance of AFOATS/CR. 5. GENERAL INFORMATION 5.1. Conferences and Reviews: The following conferences and reviews shall be conducted at appropriate points during the program. These meetings shall be held at Maxwell Air Force Base, Alabama. This includes the Post Award Conference and Requirements Review. 5.1.1. Post Award Conference/Requirements Review: At the Post Award Conference (kick-off meeting), the contractor shall introduce key personnel to include the project manager (individual dedicated to the project, not the sales representative) and subject matter expert (SME), and present the program management and planning information, including operating procedures, methodologies, and the master schedule. The master schedule shall include program milestones, conferences, reviews, development milestones, and product deliveries. 5.1.2 The requirements review shall include collaborative discussions between the Government and contractor about contractor?s subject matter, technical expertise, curriculum materials development, content requirements for the workbooks and answer key, and documentation requirements. The government shall approve all major milestones. Additional reviews shall be conducted a minimum of every other month via conference call or via face-to-face meetings. 5.2. Reviews by the Government: The contactor shall provide AFOATS/CRJ at least 10 business days to review, comment, and return all files and products to the contractor. 5.2.1. The materials shall be made available by the contractor via secure web site or other electronic means of reviewing. As each chapter or lesson on the CD is developed the material shall be displayed chapter-by-chapter or lesson-by-lesson. Each proposed lesson?s activities to be demonstrated on the DVD will be made available for review and approval by the Air Force as they are developed and shall be arranged on the DVD in the same sequence as found in the lessons for each instructor guide. 5.2.2. SMEs, AFOATS/CR personnel and selected AFJROTC instructors shall have access to the contractor?s secure web site each time a review is required of a completed lesson in final format. 5.2.3. Once the completed CD/DVD material for a lesson is approved by AFOATS/CRJ in final format, the contractor shall use that approved version for the production of the final instructional DVD and CD. 5.2.4. Whenever a 100% review is required of curriculum materials, the contractor shall give the AFOATS/CRJ 10 business days to perform the review. This will provide adequate time to generate required changes to the materials each time a review is required of the final materials. 5.3. Errors. 5.3.1. Major errors include factual errors, sequencing errors, typesetting errors (unreadable text) and alteration of the final review and all technical errors. A major error may also be determined by AJFROTC/CR if numerous minor errors have been determined. 5.3.2. Minor errors include grammatical and spelling errors or may include presentation errors. 5.3.3. Any allowable minor errors identified in the final deliverables shall be corrected before any subsequent purchase and reprinting occurs, to include any options incorporated into the contract. 6. MILESTONES: The contractor shall coordinate their major milestones/timelines with AFOATS/CRJ for their planning purposes. This shall include completion of the chapters for the final DVD and CD review ready for publication. 7. QUANTITIES 7.1. The following quantities required by this contract are: ?? Instructional DVD: 1,000 copies ?? Instructor CD: 1,000 copies ?? All master files will be presented to AFOATS/CRJ to be housed at AFOATS/CR. Copies of the master file will be housed in a safe location with the contractor.
