- Project encompasses a variety of energy conservation measures. Work primarily consists of paint booth improvements. Project also includes ventilation improvements in the weld shop and heat treat shop, building envelope improvements in two buildings , cooling tower modifications for a compressor plant, and installation of T5 task lighting in welding and other shops. The following option will be included: Option 1: Window work in Building 220 to include the installation of window coverings inside the building to aid in building energy conservation. This solicitation is a Request for Proposal (RFP). Proposals received in response to this solicitation will be evaluated for the best value to the Government in accordance with the following criteria liste d in descending order of importance: Technical Approach, Experience, Past Performance, Management, Brand Name or Equal, Price and Pro Forma Requirements. All evaluation factors, other than cost or price, when combined, are equal to cost or price. The esti mated price range is between $1,000,000.00 and $5,000,000.00. NAICS 236210. Size standard is $31M. Contract duration period is 330 calendar days. Approximate issue date is July 23, 2007 and approximate closing date is August 23, 2007 at 4:00 p.m. Easter n time. A preproposal conference is scheduled for August 9, 2007. Participants will meet at the PD Conference Room, 1st Floor, Building 210, Rock Island Arsenal, IL at 12:30 pm Central Time.
