Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. The solicitation number is Q8304070637 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18, dated July 5, 2007. This acquisition is set aside for small business concerns. The North American Standard Industrial Classification System Code is 212322 and the small business size standard is 500 employees. The Government is seeking quotations for Slow Sand Filtration Media, FOB: Destination- Hawaii Volcanoes National Park, Hawaii National Park, Hawaii 96718 within 60 days (ARO), and shall meet the following specifications: 1) SUPPORT GRAVEL; ? inch x ? inch gravel - 692 cubic feet; b) ? inch X ? inch gravel - 346 cubic feet; c) ? inch X 1/8 inch gravel - 346 cubic feet. Gravel shall be packaged in 100 pound bags and palletized. 2) FILTER SAND - 1,270 Cubic Feet: Effective size shall be .20mm; Uniformity Coefficient shall be 3.00 or less; Sand shall be packaged in semi-bulk containers, approximately 3000 pounds per container, and fitted with lifting straps and bottom discharge spout, and palletized. All materials shall meet the American Water Works Association Standard B100-01 for filtering materials and listed under the National Sanitation Foundation Standard 61 for process media. Vendor shall provide certification prepared by an independent testing laboratory, detailing the physical and chemical characteristics of each gradation or size prior to award. The following provisions and clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial items and 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212 Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and conditions Required to Implement Statutes or Executive Orders-Commercial Items including FAR clauses 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.225-1 (Buy American Act), and 52.232-33, Payment by electronic funds transfer - Central Contractor Registration. FAR 52.204-7, Registration in the Central Contractor Registration (CCR) database is a requirement for award. Register at www.ccr.gov. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, an offeror shall complete only paragraph (i) of this provision if the offeror has completed the annual representations and certification electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall register and complete only paragraphs (b) through (j) of this provision. Submit quotations to the attention of Ms. Ellen Cullen by mail to Hawaii Volcanoes National Park, P.O. Box 52, Hawaii National Park, HI 96718, by fax to (808) 985-6107 or email at ellen_cullen@nps.gov. The Government will evaluate the quotations based on price and demonstrated ability to meet delivery schedule, each being equal in importance. Quoters shall provide with their quotation, a minimum of three references to document ability to meet delivery schedules on projects of similar scope. Include name of company, contact name and phone number, description, and dollar value of project. The due date and time for receipt of quotation is August 24, 2007 by 4:00pm.
