Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN), Charleston is seeking information on and demonstrations of non-developmental commercial off-the-shelf (COTS) tactical direction finding systems. Concept is a system that shall passively determine a line of bearing (LOB) to a radio frequency (RF) energy source in the 30 MHz to 1.2GHz with objective to the 3 GHz range. Total energy sensing device weight shall not exceed 17 pounds. Antenna size shall not exceed 22.0 inches in diameter and 12 inches in height. The direction finding system need not use only one direction finding antenna and systems with multiple antenna configurations will be considered. The following environmental requirements are for a final system, not meeting some or all of these environmental requirements should not preclude a company from submitting information about a system if they believe that future design and modification to the system would result in the final system meeting these requirements. a. The system shall withstand operating temperatures from 0 degrees C to +60 degrees C. b. The system shall withstand non-operating temperatures from -40 degrees C to +70 degrees C. c. The system shall withstand non-condensing humidity from 5% to 95%. d. The system shall operate from sea level to 15,000 feet. The system shall operate with shocks to 2.5g, 11ms, 1/2 sine. e. The system shall withstand non-operating shocks to 10g, 11ms, 1/2 sine. f. The system shall withstand operating vibrations up to 2 grms, 5-500 Hz random sinusoidal. g. The system shall be resistant to externally generated radio frequency interference (RFI) IAW with MIL-STD 461E, tests CE102, CE106, CS101, CS103, CS114, CS115, CS116, RE102, and RS103. Supplier shall be able to demonstrate system operational capability including the following: 1. The direction finding antenna shall have a profile that is concealable or can be camouflaged. 2. The DF subsystem power requirement shall not exceed 12 watts (preferred is 8W or less) when fully operational. 3. The DF subsystem shall support configuration and data acquisition with a laptop computer via a TCP/IP connection. 4. The DF subsystem shall support configuration and data acquisition via a RS-232, Ethernet and/or USB interface. 5. The DF subsystem shall be able to initiate a DF measurement within 100 ms from an external tip-off and return a LOB of a minimum 80% confidence factor within 1 second from tip-off. 6. The DF subsystem shall be able to search 100 channels/s or more for signals-of-interest (SOI). 7. As an objective the DF subsystem shall search for SOI at 1 GHz/s @ 25 KHz step size. 8. The DF subsystem shall support up to 5 frequency ranges of F1 to F2. 9. The DF subsystem shall support CW, SSB, FM and AM signal types 10. The DF subsystem shall support bandwidths of 0.5, 3, 6, 15, 25, 50, 200 kHz 11. The DF subsystem shall support 1.25 MHz bandwidth as an objective. 12. The DF subsystem shall be capable of hosting alternative signal types to include digital modulated signals. 13. The DF subsystem shall provide RMS accuracy not exceeding 10 degrees for a 1 second duration signal at any one frequency. 14. The DF subsystem shall achieve specified accuracy when the field strength is 10 microvolts/m or greater and support a minimum signal to noise ratio of 10dB. 15. The DF subsystem shall support a signal dynamic range of 75 dB or more. 16. The DF subsystem shall be able to integrate separate measurements, averaging at least 30, for enhanced accuracy. 17. The DF subsystem shall provide listen through capability simultaneously with DF measurements. 18. The DF subsystem shall include GPS location capability and time synchronization. 19. The DF subsystem shall include an electronic compass for orientation calibration. 20. The DF subsystem shall provide internal storage for 100 lines-of-bearings or more with time stamps. 21. The DF subsystem measurements shall be formatted to support geolocation with measurement from additional DF subsystems. 22. The DF subsystem shall provide BIT to the card or interface level. 23. The DF subsystem shall support a DC input power from a range of 10 - 32 volts. Test location, environment, and conditions will be at the discretion of SPAWAR Systems Center, Charleston. SPAWARSYSCEN Charleston is only interested in information on devices that are currently available for ground tactical environments, or easily adaptable from an existing system to these environments.
