Description
The Space and Naval Warfare Systems Center, San Diego intends to award an indefinite-delivery, indefinite-quantity hybrid type contract with firm fixed and cost plus fixed fee pricing to Webb Research Corporation, 82 Technology Park Drive, East Falmouth Massachusetts 02536-4441. The procurement will be conducted using other than full and open competition pursuant to FAR 6.302-1. The procurement will consist of a 5 year ordering period with no options. This acquisition is for supplies and services to be provided by the Webb Research Corporation. An anticipated 5 Autonomous Underwater Gliding Vehicles (AUGV), 3,952 hours of engineering, technical and administrative services, plus an assortment of repair parts are planned within this acquisition during the 5 year ordering period. The proposed acquisition for the purchase of spare and repair parts, in addition to the engineering services, is required to maintain Space and Naval Warfare Systems Center, San Diego's existing AUGVs. The requirement for the delivery of up to 5 AUGV systems is to support ongoing research and development efforts that are dependent on the AUGV as a prototype test platform. The Space and Naval Warfare Systems Center, San Diego currently has three Gliders in use as test platforms for sensor integration on various projects. Using multiple prototype platforms would require a significant duplication of costs including additional investment in tools, parts, and training. As the developer, sole proprietor, and distributor of the AUGV, only Webb Research Corporation can provide the necessary parts and services to support these vehicles. This notice of intent is not a request for competitive proposals. See numbered notes 22 and 26.
