- Arcata Associates, Inc. intends to negotiate as an emergency on a sole make and model basis as all or none, for Lenel, Altronix, and B&B hardware in support of the Common Badging and Access Control System (CBACS), NASA Center's Enterprise Physical Access Control System (E-PACS). This hardware shall support the Glenn Research Center in Cleveland, Ohio. Sole make and model required due to interoperability with current systems. Vendors shall certify for the Lenel items that they are Lenel certified and authorized to sell. For the Altronix and B&B product vendors shall also be authorized to sell this product. This hardware requirement has a base hardware purchase for delivery on or before Aug 30, 2007 and two (2) options for hardware purchase if exercised. Please read the RFQ special instructions carefully. Arcata Associates, Inc. intends to purchase these items from Lenel, Altronix, and B&B certified firms pursuant to FAR 6-302-2 which implements the statutory authority of 10 U.S.C. 2304 (c) (2) for acquisition of a specific make, model, under unusual and compelling urgency that would result in serious (financial or other) injury to the Government. Interested firms have until July 30, 2007 1:00 PM CDST to submit in writing to the identified point of contact, the attached Request for Quote, and all associated paper work per the special instructions. Responses received after July 30, 2007 1:00 PM CDST without the required information will be considered non responsive to the synopsis/solicitation and will not be considered. A determination by Arcata Associates, Inc. to not compete this proposed effort on a full and open cost competitive basis, based upon responses to this notice is solely within the discretion of Arcata Associates, Inc. This announcement constitutes the only solicitation; quotes are being requested per the attached Request for Quotation (RFQ), and includes complete description and part numbers together with Representation and Certifications, and Arcata Associates, Inc. Terms and Conditions and all attachments must be completed in order for consideration. It is the offeror's responsibility to monitor this Internet site for the release of any amendments, and clarifying questions and answers. For subscribers to the WWW who wish to obtain the relevant documents covering this synopsis, please access said information at http://procurement.nasa.gov as no hardcopy will be provided by this office.
