Description
NASA/GRC has a requirement for an aircraft deice and anti-ice unit according to the following specifications: Specifications for Aircraft De-Ice/Anti-Ice Unit Unit will have 2 separate operating systems to prevent cross contamination of fluids. Anti-Ice System-Storage (stainless steel) tanks, 500 gallon capacity. Appropriate pump/engine combination capable of dispensing Type IV Anti-Ice fluids. Dispensing guns located on lift basket and at ground level for easy access for fluid and unit servicing. De-Ice System- Storage (stainless steel) tanks, 100 gallon capacity and have a thermostatically controlled immersion heater. Appropriate pump/engine combination capable of dispensing Type I De-Ice fluids. Dispensing guns located on lift basket and at ground level for easy access for fluid and unit servicing. Hi-lift- Telescoping platform/basket hydraulic/electric up to 30? to 40?, controls at work platform and ground control panel. A 300 lb. basket capacity with safety harness attachment provisions. Appropriate work lighting mounted to work basket. Power System-Unit must be self-sustaining, hydraulic operation of lift assembly may piggy-back either one of the systems. Provided system integrating is maintained. A cabinet mounted control panel to monitor systems installed on unit. Cart/Trailer-Pintle hook style tow bar actuated parking brake and cabinet (Steel) enclosing systems. NASA/GRC intends to purchase the items from Premier Engineering and Manufacturing, Inc. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one source. Competition is impractical for the following reasons: The deice/anti-ice unit is the only unit suited for operation at NASA Glenn Research Center. Premier Engineering & Manufacturing, Inc. is the manufacturer and sole distributor. This unit has the unique ability to be built with both Type I Deice Fluid which has to be heated in order for it to perform correctly. In addition, it will have the ability to dispense Type IV Anti?Ice Fluid (non-heated) from the same unit without cross contamination. Which would require NASA Glenn to purchase two separate units to complete the tasks of one Model HC29050 ?Hot Shot? Aircraft Deicer. This unit will enable the NASA Glenn Aircraft Operations Office to perform winter operations safely and in accordance With NASA, FAA and EPA procedures, guidelines, and regulations. Therefore it would be the best interest of the government to purchase this unit from Premier Engineering and Manufacturing, Inc. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 noon local time on July 30, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
