Description
NASA/JSC has a requirement for Modular Mini-Workstation Tool Stowage Caddy (MMWS TSC)repair and sustaining engineering support. NASA/JSC intends to purchase the service from Swales Aerospace. During the initial certification of the MMWS TSC, a failure mode was identified which could render the TSC non-functional. This failure mode must be eliminated to maximize the ability of a Space Shuttle crew to successfully complete an EVA TPS repair should such an emergency arise. Swales personnel available for this task have extensive experience with the MMWS TSC, having developed and certified both this specific EVA tool, as well as heritage hardware used in servicing the Hubble Space Telescope (HST), which shares common components and subassemblies with the MMWS TSC. Transferring this qualitative experience to other similarly qualified designers and technicians is cost prohibitive. Furthermore, the MMWS TSC shares a common failure mode with its heritage HST tool. Swales has since implemented a design change on the HST tool eliminating this failure mode. This design solution is directly applicable to the MMWS TSC because they share common components. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:30 p.m. local time on August 9, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
