Description
This is a modification to the synopsis entitled AGENCY-WIDE HELIUM REQUIREMENTS (Solicitation Number: NNK07192919E) which was posted on June 4, 2007 (Solicitation posted June 20, 2007). This notice constitutes amendment number 02. This notice services as the official amendment to the subject synopsis/solicitation and a written amendment will not be issued. The purpose of this amendment is to answer questions raised in response to the solicitation that were omitted from amendment 01. No further written inquiries will be accepted once this amendment is posted. THE DUE DATE FOR RESPONSES IS EXTENDED TO AUGUST 3, 2007, 1300 LT. BID OPENING SHALL BE ON AUGUST 3, 2007, 1300 LT. OFFERORS SHALL ACKNOWLEDGE ALL AMENDMENTS WITH THEIR BID. Acknowledgement can occur by inclusion of this document and previous/subsequent amendments with their bid package OR by inclusion of a statement acknowledging the amendments as part of their bid package. Offerors are responsible for monitoring this site for the release of the solicitation and any amendments. Potential offerors are responsible for downloading their own copy of the solicitation and amendments (if any). QUESTION 13 - Reference: Attachment 003 (Page 13), Delivery Point 7 (Kennedy Space Center), paragraph (h) - Government furnished property. Will NASA update the chassis to industry standards or allow charges for contractor owned chassis demurrage? NOTE - A clarification was requested by the contracting officer to determine the meaning of ?industry standards? as cited in question above. After clarification, it was determined that the term ?industry standards,? as used above, relates only to the particular supplier?s standards, which exceed United States Department of Transportation (DOT) regulations. RESPONSE - No, NASA KSC will not update the chassis to ?industry standards? or allow charges for contractor-owned chassis demurrage. Government-furnished liquid helium tankers and chassis for Delivery Point 7 (Kennedy Space Center) are maintained in compliance with 49 CFR, DOT regulations and applicable safety standards. Also, further clarification for Question 7, which was listed in Amendment 01 (added ?Response A?). QUESTION 7 - Reference: Attachment 003 (Page 33), Delivery Point 18 (Columbia Scientific Balloon Facility, Palestine TX), paragraph (b)(2) - Routine requirements. Are modules for shipment to Port Hueneme required to be ?3,000 PSIG and containing at least 180,000 CF?? Will jumbo tube trailers be accepted if they don't meet this criteria? RESPONSE A - Yes, modules (also referred to as "tube bundles" or "Isopacks") for shipment to Port Hueneme are required to be 3,000 PSIG and containing at least 180,000 CF. RESPONSE B - No, jumbo tube trailers will not be accepted unless they meet the criteria.
