Sources must be qualified prior to being considered for award. Qualification requirements and standards are not available. The approximate issue date will be 14 Nov 2005. Written procedure will be used for this solicitation. To: Pratt & Whitney Aftermarket Services- San Antonio, TX (CAGE: OZB13) and Techspace-Aero, Belgium (CAGE: B1316). The Government contemplates awarding a firm fixed price requirements type contract for a two(2) year basic contract period with three one (1) year option periods. The estimated quantity per period is as follows: Basic: 36 ea (12 ea FMS); Option 1: 42 ea (6 ea FMS) ; Option 2: 44 ea (6 ea FMS); Option 3: 48 ea (6 ea FMS). The Government’s required delivery schedule is 4 ea per month (max) 60 days after receipt of reparables/order; whichever is later. Destn: Tinker Air Force Base Ok 73145-3032 and foreign military sales. Export control restrictions apply. No telephone requests. Award will not be withheld pending qualification of other sources. Potential sources are not to utilize intellectual property of third parties without appropriate authorization of the intellectual property owner. Potential sources are cautioned that no part of the Government qualification requirement is intended to endorse or encourage the improper use of intellectual property developed by the Original Equipment Manufacturer of any other third party. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
