Description
This amendment is in response to Questions and Answers for RFQ NLM-07-148/EJB 1. Is there an incumbent contractor in place supporting the RCDC efforts to date? Answer: There are no incumbents currently in place for change management activities for the RCDC effort. 2. Should offerors propose areas for incentives, and performance requirements, or will they be defined in the purchase order? Answer: Offerors should feel free to propose areas for incentives and performance requirements. 3. Is the RCDC system currently in use, or is the pilot work being done using another IT system? Answer: The RCDC system is currently in use, but the system is still undergoing improvements that are necessary before the system can meet all functionality requirements. 4. In section 1.0 b, the RFQ indicates an award date of August 17, 2007 and a six-month period of performance for Phase I which would seem to put the end date at January 17, 2008. The recommended completion date for Phase 1 in section 2.1 is December 31, 2007. Can the Government please clarify the desired period of performance? Answer: The completion date for the tasks of Phase 1 is December 31, 2007 which will allow the government time to request changes, clarifications, or edits before the completion period ending on January 17, 2008. 5. Will the government provide facilities for the entire project team or should the contractor plan on performing at the contractor?s location with the exception of interviews, meetings and focus group sessions? Answer: The contractor will work at the contractor?s location with the exception of interviews, meetings and focus group sessions. That said we hope to provide a small number of work spaces (1 to 2) for the contractor when meetings/interviews are required. Those spaces would not be permanent, full time work spaces. 6. In section 3.0 Deliverables, ICO Assessments: Chapter Summaries are required monthly. Could you please clarify expectations on the details for the summaries for the Aug 31st, since the project start date is Aug 17th? Answer: As the ICO assessments are conducted, the RCDC management requires a summary of the findings; ?chapter summary? consisting of resulting information from each of the ICOs contacted that month for the delivery items in sections 2.1.1 ? 2.1.5. The goal of the ?Chapter Summary? is a document from which the RCDC team (with input from the contractor) can begin to evaluate and modify the ways in which we conduct business with the ICOs. 7. Initial phases of any Change Management effort requires that agency prepare for Change. Has a Change Management team been developed? Has the sponsorship model been developed? Answer: No designated ?Change Management? team has been developed, but there are several cross-agency teams and staff that are involved in the RCDC project. No known formal ?sponsorship model? has been developed. 8. Is the NIH already working with a systems integrator for the pilot implementation of the RCDC system? If yes, who is that? Answer: If you are referring to an IT systems integrator, we have an IT system development team that is working to ensure integration of the tool with other IT enterprise applications. 9. Is the NIH Office of Strategic Management and Planning (OSMP) involved in this project currently? Is their involvement planned? If yes, how will they be involved? Answer: No, but they are aware of it. 10. Has any change management work been performed by NIH or external contractor as part of the pilot? Answer: Yes, but it has been carried out informally by NIH staff. 11. Should our RFP response address Phase II Tasks as well as Phase I? If the answer is yes, there are two constraints to the response: page count and ability to effectively cost the project with the knowledge that ?Government review of Task I outcomes will determine resource allocation between ICO change management responsibilities and purchase order roles.? Can you provide instruction on how the NIH would like these constraints to be addressed so there is consistency in responses (allowing straight forward comparative evaluation)? Answer: The RFP response should only address Phase I Tasks. A deliverable at the completion of Phase I tasks (2.1.8) is the cost proposal for Phase II. The Government understands that a true costing of Phase II tasks is not possible without a thorough understanding of the outcome of Phase I Tasks.
