- This Solicitation replaces VA-259-07-RP-0167 dated July 10, 2007 The VA Montana Healthcare System, Fort Harrison, Montana is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience to provide A/E services for Correct Facility Condition Assessment Deficiencies at Fort Harrison, MT. Project includes upgrade/replace HV system, install ventilation/exhaust system, install flue gas analyzer, install enclosed ambulance entrance, replace main secondary switchgear, parking lot lighting, and elevator replacement. Site location is 1892 Williams Street, Fort Harrison, Montana. The estimated construction range is between $1,000,000 and $2,000,000. Selection criteria include in descending order of importance: (1) specialized experience of the firm, both prime and consultants, in design and construction of the above projects; (2) professional qualifications of the firm's staff and consultants assigned to the project; (3) experience on remodeling existing and occupied spaces; (4) geographically located in the State of Montana; (5) past experience working on VA and/or Government facilities; (6) ability of the firm to begin the work within 30 days of award of the contract; and (7) demonstrated success in incorporating the use of recovered materials and achieving waste reduction and energy efficiency in the design. All interested firms are required to submit two (2) recently completed Standard Form (SF) 330, Architect-Engineer Qualifications, in accordance with Numbered Note 24 to the Contracting Officer shown below no later than 4:00 p.m. (Mountain Daylight Time), Friday, August 10, 2007. Solicitation VA-259-07-RP-0167 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. Pursuant to 38 U.S.C 8127(i), set-aside preferences for awarding this contract will be given to small business concerns and shall be applied in the following order of priority: (1) SDVOSB, (2) VOSB, (3) Contracts awarded pursuant to: Section 8(a) of the Small Business Act (15 USC637(a)); or Section 31 of such Small Business Act (15 USC 657(a)) (HUBZone); and (4) Contracts awarded pursuant to any other small business contracting preference. NAICS Code 541310 is applicable to this acquisition and the small business size standard is considered $4.5 million.
