- General: The National Park Service is issuing a solicitation for proposal to conduct research and prepare a National Historic Landmark nomination for the Dayton Veterans Administration Medical Center, Dayton Ohio. This solicitation will be issued electronically (paper copies of this solicitation will not be made available) on the Department of Interior's National Business Center (NBC) website at http://ideasec.nbc.gov. Prospective offerors desiring to conduct business with the National Park Service are requested to register at the National Business Center. Solicitation documents will be available in Microsoft Word, HTML and Adobe PDF. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. You will be required to visit this website periodically to check for amendments and other changes to the contract documents. No other notification will be sent. Title of Project: NHL for Dayton Veterans Administration Medical Center. This solicitation will be issued on or about August 13, 2007 (see solicitation for exact date proposals are due). Time for completion: 365 calendar days from the date of award. A firm-fixed price contract will be awarded to the small business submitting the proposal that is determined to be the best value for the Government. NAICS code for this project is 712110 with a size standard of $6.5 million. EVALUATION CRITERIA A NPS Technical Proposal Evaluation Committee composed of at least three professional NPS historians will evaluate responses. A formal written proposal will be required. Minimum requirements to be considered include: Principal Investigator (PI) = Masters degree in United States history; Project Historian(s) = Bachelors Degree in history or historic preservation. Each proposal will be evaluated on the following criteria: A. Individual or institutional experience. B. Research strategy. C. Personal experience and qualifications. D. Cost. All responsible sources may submit a proposal which shall be considered by the agency. See Numbered Note 1.
