- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS The RFQ number is N00189-07-T-N065. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-18 and DFARS Change Notice 20070702. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm . The NAICS code is 335311 and the Small Business Standard is 750. This is a single source action with Schneider Canada Inc, Mississauga, ON. The Fleet and Industrial Supply Center, Norfolk Naval Shipyard, Maritime Industrial Division requests responses from qualified sources capable of providing: Service for maintenance, modification and calibration of two (2) Type FPE 100 HE circuit breakers, serial BH16982-81 (derived from picture of FPE label plate) and serial IH9117-76 ( provided by ship?s force). Service shall be performed in accordance with the following specifications: References 1.1 TC C-3-211-1, instructions for the care and maintenance Of H-2 and Hl-2 circuit breakers. 1. Scope/purpose 2.1 Norfolk naval shipyard (NNSY) is sending two (2) type FPE 100 H2 circuit breakers, Serial BH16982-81 (derived from picture of FPE label plate) and Serial IH91117-76 (provided by the ship?s force) 2.2 Breakers will be shipped to the Federal Pioneer breaker facility (Schneider Canada Inc) US to provide maintenance, modification and calibration of the two FPE 100 HE circuit breakers. The existing overload relays must be replaced with the USR3-IR relay with the applicable CT and a USR trip coil. The new relays cannot be adjusted to match the existing current settings. Calibration requirements are defined in the general requirements section below. Miscellaneous repairs to the breakers are authorized to be accomplished. Note: the two (2) breakers are generator breakers 2.3 Upon completion of maintenance, modifications and calibration contractor shall supply the following: 2.3.1 Description of modifications to each breaker to include parts list, wiring changes (if any) and description of operation for the newly installed components, etc. 2.3.2 test certification papers to document breaker upon completion, breakers shall be shipped to: Norfolk Naval Shipyad Receiving officer ? building 276 Portsmouth, Va 23709-5000 3. General Requirements 3.1 during repair/modification circuit breakers shall be set as follows: Sensor rating IS = 6,000A Rating plug IR = 6,000A IC setting = 9 x IR = 5,400 LT pickup = 1 x IC ? 5,400 LT delay band = 20 sec. @ 6 XIC ST pickup = 2xic = 10,800A ST delayed band = 0.6 sec. Inst. Pickup = 8 x IR = 48,000A Upon completion of service vendor shall provide complete written report of labor, parts, and testing required to complete this service. Vendor shall provide test certification papers to document breaker settings and test results. Vendor shall provide a parts list and description of modifcations made to breakers. This will provide the information for the required drawing and technical manual changes needed once the breakers have been modified. . Period of Performance will be determined at a later date. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items [15, 16, 17, 18, 19, 20]. Quoters are reminded to include a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including [ 252.225-7001]. This announcement will close at 1:00 pm on 08-06-07. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. See Numbered Note: 22. 52.212-2, Evaluation - Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and delivery and technically acceptable low bids.
