- General Statement of Agency Needs FAR 15.603 (d) Advanced Techniques in Command Control Services to Improve Situation Awareness Space and Naval Warfare Systems Center ??? San Diego (SSC-SD) Code 246 is looking for current state-of-the-art technical solutions that address these five (5) areas. Unique and innovative solutions that are not currently utilized in a tactical environment are very much of interest. SSC-SD code 246 is the Command Control Technology and Experimentation Division. Code 246 is charged to develop and transform Ideas & Concepts into Products & Capabilities and put them into the Hands of the Warfighters. This effort includes, but is not limited to the following areas: (1) Innovative approaches that will support point-to-point authentication between a warfighter on a tactical network and an edge broker to network enterprise worldwide services; (2) innovative approaches that will support the ability to increase/fuse command and control (C2) situation awareness (SA) information, including: maneuver control; blue force tracking (BFT); intel; fires; and logistics; through the use of composeable services in a or using a service oriented architecture (SOA) to operate in the tactical environment in real-time or near real-time; (3) Techniques for deployable, self-sufficient mounted capability to support over-the-horizon [OTH] on-the-move [OTM] digital C2 to fill the current gap for wideband Satellite Communications (SATCOM) and other sophisticated command, control and communications (C3) capabilities that are urgently needed for early entry forces at the MEB/MEU/Brigade and below levels; (4) innovative approaches that will support information sharing that are Navy approved between different security enclaves; and (5) innovative approaches that will provide warfighters via a wireless network the ability to view the command control situation awareness (SA) information on handhelds or portable devices.
