Description
JUSTIFICATION FOR MAXIMUM EXTENT PRACTICABLE COMPETITION : Parts for Ultimate Building Machine (UBM) and Automatic Building Machine (ABM) NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT TO M.I.C. INDUSTRIES, INC., 11911 Freedom Drive, Reston, VA 20190, under the authority of FAR 13.501(a)(1). The following items are to be purchased: MIC 240 110V CE Seamer, quantity 11; pre-seamer assembly 110V CE, quantity 2; 240 lifting bracket upgrade kit, quantity 2; table pin upgrade, quantity 140; battery separator assemble, quantity 2; measuring wheel, quantity 2; UBM 240 dual took box set, quantity 7; blade kit (440,442) KETT 14GA, quantity 50; cordura sleeve 4? wide/nylon sling 6? wide x 2? long, quantity 12; coil lifting sling 10?, quantity 12; power shear 110V, 14GA, quantity 8; safety harness system, quantity 6; protec pump diaphram, quantity 45; protec spray gun assembly, quantity 4. Items will be FOB origin to MCAGCC/MAGTFTC, Twentynine Palms, CA 92278. Period of performance is estimated at 8-12 weeks after receipt of contract. The award will be made as a firm fixed price contract. The approximate value of the contract is expected to be $110,000. The MAGTFTC/MCAGCC Facilities Management Division has existing UBM and ABM machines requiring the repair parts listed above. The machines are used to produce K-Spans metal billeting and operations buildings used by ground troops for training during Combined Arms Exercises (CAX). CAX have increased from 10 to 20 per year due to the training requirements for Operation Iraqi Freedom and Global War on Terrorism. Additional K-Spans are required to support the training. All K-Span production has ceased until the required parts and purchased and repairs made. M.I.C. Industries is the only known manufacturer of parts specific to the patented ABM and UBM and has no authorized resellers. This notice of intent is not a request for expressions of interest (EOIs), proposals, or quotations. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals, or quotations received in response to this notice. This purchase will be under Simplified Acquisition Procedures and sole source acquisitions under FAR part 13. The anticipated award date is 7 AUG 2007. Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide items sought including pricing data and technical data sufficient enough to determine that a comparable source to the Government is available. The Government will be the sole determiner regarding an offeror?s ability to meet all requirements. The Government will consider EOIs received prior to 5 days after date of publication of this synopsis before 1600 PDT on that date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. EOIs may be sent via courier service (FedEx, UPS, etc.) or hand-carried to: Purchasing and Contracting Branch, MAGTFTC/MCAGCC, Building 1102 Door 22, Twentynine Palms, CA 92278, ATTN: Erin Eslinger, during weekdays, excluding federal holidays, between the hours of 0700 and 1630 PDT. Facsimile transmissions will be accepted at 760-830-6353. Submitters bear the burden of ensuring that the EOI reaches the designated contracting officer on time and should allow a reasonable amount of time for facsimile transmissions to be completed. All pages of the transmission must reach the office before the deadline specified and pages of a facsimile transmission that arrive in the office after the specified deadline will not be considered. The submitter bears the risk of nonreceipt of facsimile transmissions and should confirm by telephone that any facsimile was received.
