- NAICS Code: 541910 NOTICE OF INTENT SYNOPSIS: The United States Environmental Protection Agency's Office or Administration and Resources Management (OARM), Office of Acquisition Management (OAM) intends to award a sole source purchase order to GFK Roper Consulting under FAR Part 13, Simplified Acquisition Procedures, and pursuant to FAR 6.302-1 under the North American Industry Classification System (NAICS) code 541910. The Agency will subscribe to the GFK Roper Green Gauge Report 2007 and database that tracks consumer attitudes and behaviors towards environmental issues and purchase consulting hours with GFK. GFK Roper Consulting does not utilize any resellers for their Green Gauge Report 2007 subscription and database. Based on the unique qualifications of GFK and the need for these reports, it is in the Government's best interests to enter into a sole source agreement to obtain the services of GFK Roper Consulting. The order is to be administered for one year from the date of award. This is a sole source procurement under the authority of 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources that feel they should be considered qualified to provide the foregoing services may submit a response to this notice within 7 days of synopsis publication to Sini Jacob at jacob.sini@epa.gov. Information furnished shall include enough detailed documentation to allow the government to perform a proper evaluation. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION WILL NOT BE ISSUED.
