- NASA/ARC has a requirement for One VSTARS /S8 system and accessories, a PRO-SPOT Target Projection System, and VSTARS and PRO-SPOT training and support services. The requirements for this portable photogrammetry system are that it is capable of: 1) Measuring the location of sparse flush-mounted retro-reflective targets mounted on the ceiling and walls of the 40-Ft x 80-Ft Wind Tunnel Test Section. An area of the ceiling approximately 100ft x 60ft will be covered with targets placed every 8ft in X and Y. Ceiling target locations need to be measured with an accuracy of 1 part in 100,000. 2) Measuring, with high spatial resolution, the ?as built? geometry of wind tunnel models (e.g., rotor blades) with similar accuracy as identified above. . NASA/ARC intends to purchase the items from Geodetic Services Inc. because Geodetics is the only provider of close-range photogrammetry tools capable of providing the desired measurements to an accuracy of 1 part in 100,000. What makes Geodetics VSTAR system unique is the integration of their software into the camera head, resulting in the INCA (Intelligent Camera) and simultaneously making a very user-friendly system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 10, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
