- NASA/GRC has a requirement for 10 days of use of a closed loop, refrigerated wind tunnel and the use of an ice shaver to conduct aircraft ice crystal/mixed phase icing conditions testing. NASA/GRC intends to purchase the services from Cox & Company, Inc. in New York, NY, as they are the only responsible source that can provide a facility that will generate the necessary testable conditions. Those being high water content ice crystal conditions and high liquid water/high ice water content mixed phase conditions testing. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 14, 2007 ay 4:30 p.m. EST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. THIS IS A SOLE SOURCE ANNOUNCEMENT- NOT A COMPETITIVE PROCUREMENT ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
