- This announcement is to notify all interested parties that the National Science Foundation (NSF), through the Division of Science Resources Statistics (SRS) intends to issue a Request for Quote (RFQ), DACS07Q2205, on a sole source basis, in order to procure data security support services which will include unannounced on-site inspections, security plan reviews, and data certifications of sites and databases containing individually identifiable information. Federal Agencies use the term ?restricted-use data? for individually identifiable information. Strict security procedures are required to protect restricted-use data. Data security support services ensure that adequate safeguards are provided to prevent misuse of such information. This procurement is reserved for small business. See numbered notes 1 and 22. The effort under this acquisition will have an anticipated period of performance from the date of contract award through 31 August 2008, and will include four option periods, not to exceed five years. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1). All interested parties capable of satisfying the Government?s requirements may identify their interest and capability to respond to this requirement by submitting a Statement of Capability (SoC) in response to this announcement for consideration by the Agency. This synopsis is not to be construed as a commitment by the Government, or as a request for competitive proposals. Oral communications and facsimile responses are not authorized. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of whether or not to conduct a competitive procurement. SoC?s may be submitted electronically to the NSF, with attention to Garett Nelson, Contract Specialist, Division of Acquisition and Cooperative Support, at gnelson@nsf.gov. An acquisition ombudsman has been appointed to help resolve any offeror?s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
