- Description
- The Department of Commerce, National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, with Mitech Consulting, Inc, 2634 Glengyle Dr., Vienna, VA 22181-5530. The current requirement is for the follow-on work in the development of NIST Federal Information Processing Standard (FIPS) 140-3: Security Requirements for Cryptographic Modules and strategies for the revision to Handbook 150-17: Cryptographic Module Testing. The sole source is based on the Mitech?s in-depth knowledge and hands-on implementation skills in cryptographic based test methods as related to NIST current PIV program and wireless 802.11b ad-hoc network security as related to NIST FIPS 140-3. Mitech technologies and test methods are required to support the existing FIPS 140-3 for purposes of uniformity, continuity of services, cost control, and will avoid the risk of critical work delay. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. NIST intends to issue a Firm-Fixed-Price purchase order to Mitech Consulting, Inc. for the continuing effort unless other sources are identified before response date to this posting. The period of performance shall be August 15, 2007 through December 15, 2007. No solicitation package will be issued. This notice is not a request for competitive proposals; however, interested persons may identify their interest and capability to respond to this requirement. Inquires will ONLY be accepted via email to Myrsonia.Lutz@nist.gov. The government will consider responses received by August 10, 2007, 3:00:00 P.M., EST. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.
