Description
The U.S. Department of Commerce, NOAA, intends to solicit for repair services that support the weather service systems, subsystems, and component parts to Peerless-Winsmith, Inc., Springville, New York. Peerless-Winsmith, Inc. is the original manufacturer and owns the proprietary rights to all the drawings developed for the equipment and has the facilities, procedures and expertise to assure the successful and timely repair of the equipment. Peerless-Winsmith, Inc. developed the drawings for NEXRAD Elevation and Azimuth Differential Planetary Gear Reducer Tracking drives (Winsmith part or model number D651229-8X0WS) and these drawings are proprietary and confidential property of Peerless-Winsmith, Inc. These custom tracking gears reducers incorporate many unique and special design details that were developed by Peerless-Winsmith, Inc. The manufacture of these speed reducers including various refurbishment components involves the use of special Winsmith casting patterns and production tooling which was developed by and is the property of Peerless-Winsmith, Inc. The Peerless-Winsmith, Inc. will furnish labor and material to place in like-new operating condition and good appearance to meet their specifications and/or tolerances of the equipment listed: Three (3 ea) GEARBOX PLANETARY DIFFERENTIAL SPEED REDUCER, P/N 14636-5003-3, MODEL NO. D651229-8X0WS, ASN: R400-2A1A3A3A1; S/N: D65122P-8K-100, WORK ORDER NO. (WON): 276049; S/N: D96512297X0WS, WON: 309888; S/N: D6512297X0WS, WON: 325937. Peerless-Winsmith has evaluated the equipment under a previous purchase order. It would not be advantageous for the Government to Peerless-Winsmith put the gearbox back together and reship to another vendor. The Government knows of no other qualified source and believes that this item is proprietary to Peerless-Winsmith. The Government does not have specifications or any adequately detailed information to solicit a bid from another source. These items will be delivered to the National Weather Service (NWS)/National Reconditioning Center (NRC), Kansas City, MO. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. The company is Peerless-Winsmith, Inc., 172 Eaton St., Springville, NY 14141-1197. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Peerless-Winsmith Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to repair the equipment. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to repair the specified equipment. Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously repaired the item.
