Description
Notice of intent to negotiate a sole source contract with Sonoma Ecology Center located at 205 1st Street W, Sonoma, CA 95476-5628. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation from which a quote is being requested. This document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-18, dated July 5, 2007. The resulting contract will be a firm fixed price contract with basic services provided as described in the statement of work below. This requirement is a sole source to be awarded under simplified acquisition procedures (Part 13). Statement of Work Contractor shall provide professional and technical services in support of the National Marine Fisheries Service (NMFS) recovery plan for the North Central California Coast populations of salmonids, Coho and Chinook salmon and steelhead. The Nature Conservancy's (TNC) Conservation Action Planning (CAP) Workbook will be used in the recovery planning process to evaluate current conditions and future threats through assessment of habitat characteristics required for sustainable populations. The objective of this contract is to produce indicator data for the TNC Workbook within the constraints of the project timeline and within the limitations of data availability and quality. A spatial and tabular data library shall be developed for indicator development for the salmonid population watersheds (per list of streams identified by NMFS) of the North Central California Coast. Task 1-Data Identification and Retrieval Identify, prioritize, locate, acquire, and compile public data from agencies and organizations to inform the TNC CAP workbook viability tables. The data identification and retrieval process will be prioritized by the importance of the role it plays in the development of indicators, geographic coverage, quality/reliability, and accessibility. Task 2-Data Analysis and Documentation Data shall be processed, analyzed, interpreted and aggregated for appropriate interpretation and application to the TNC CAP workbook viability tables. Analysis shall include the use of ArcGIS tools and tabular data processing techniques. Data will be processed hierarchically, the most easily processed data first to inform the highest number of indicators in the viability tables. All derivative data, associated metadata, and methodologies will be compiled as documentation for the administrative record. This is a firm fixed-price type contract for professional services providing for payment upon satisfactory completion of the following contract line items (CLINS): SCHEDULE Line Item 0001 Task 1A-Planning 1 Job $_____________ Develop a project management plan to include data storage, retrieval, and archiving in collaboration with NMFS to include a project calendar with goals and milestones to be utilized as a working tool which may be adjusted with NMFS approval. Line Item 0002 Task 1B-Assessment 1 Job $_____________ Assess availability and location of necessary data for all project watersheds, prioritize acquisition of data, and support outreach necessary to obtain datasets. Communicate findings and progress with work-in-progress examples. Line Item 0003 Task 1C-Draft Data Library 1 Job $_____________ Develop a spatial and tabular draft data library for the TNC CAP Workbook viability tables. Line Item 0004 Task 2A-Metadata Agreement 1 Job $_____________ Collaborate with NMFS for agreement on data processing protocols and metadata documentation. Line Item 0005 Task 2B-Final Data Library and Data Analysis Output 1 Job $_____________ Finalize the spatial and tabular data library and datasets for the TNC Workbook viability tables. Task 2C-Data Documentation 1 Job $_____________ Document all derivative data, associated metadata and methods used for the data library and data analysis. This documentation should include a description of all protocols, methodologies, and processes used that supported the development of the data library and data analysis outputs. The Performance Period for this contract is 180 calendar days after contract award. The contractor's proposal including key personnel and their qualifications will be incorporated into the contract upon agreement. Department of Commerce Acquisition Clause 1352.237-73 (Key Personnel) (March 2000) is applicable to this contract as follows: Key Personnel (a) The Contractor shall obtain the consent of the Contracting Officer prior to making Key Personnel substitutions. Replacements for Key Personnel must possess qualifications equal to or exceeding the qualifications of personnel being replaced specified. (b) Requests for changes shall be submitted to the Contracting Officer at least 15 working days prior to making any permanent substitutions. The request should contain a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. The Contracting Officer will notify the Contractor within 10 working days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes. Federal Acquisition Regulation (FAR) clauses 52.212-1, Instructions to Offerors-Commercial items, 52.212-3, Offeror Representations and Certifications-Commercial items, 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, are incorporated by reference with no addenda to the clauses. Within FAR clause 52.212-5 the following clauses should be considered checked by the Contracting Officer as appropriate: 52.203-6, 52.219-8, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33. This notice is not a request for competitive proposals due to the sole source determination; however, the Government will consider all responses received within 15 days of this notice.
