- NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT FOR THE NW FISHERIES SCIENCE CENTER (NWFSC). NOAA INTENDS TO NEGOTIATE WITH THE UNIVERSITY OF WASHINGTON (UW) TO ASSESS THE BIOLOGICAL RELEVANCE OF MPRPHOLOGICALLY INDISTINGUISHABLE BUT GENETICALLY DISTINT PINTO ABALONE. THE PINTO ABALONE OR NORTHERN ABALONE WAS DESIGNATED AS A NOAA SPECIES OF CONCERN IN 2004 AND IS LISTED AS THREATENED UNDER THE CANADIAN SPECIES AT RISK ACT (SARA). UW AND WASHINGTON DEPT. OF FISH & WILDLIFE HAVE ESTABLISHED A CAPTIVE REARING PROGRAM AND HAVE RECENTLY IMPLEMENTED A PILOT OUTPLANT OF JUVENILES. UW WILL ASSESS THE DISTRIBUTION OF TWO ABALONE FORMS AROUND LONG ISLAND. VENDOR WILL THEN EXTRACT DNA SAMPLES. PROPOSED VENDOR WILL ALSO COMPARE FERTILIZATION SUCCESS WITHIN AND BETWEEN THE TWO ABALONE FORMS. DR. FRIEDMAN AND COLLABORATORS AT UW ARE THE ONLY KNOWN UW HAS INITIATED A PILOT CAPTIVE REARING PROGRAM AND HAVE OUTPLANTED HATCHERY-REARED MARKED ABALONE IN THE SAN JUAN ISLANDS. VENDOR WILL CONDUCT ADDITIONAL ASSESSMENT OF THE OUTPLANTED SITES FOR SURVIVORSHIP AND GROWTH OF THE TWO ABALONE FORMS ONE YEAR AFTER OUTPLANTING, AND INVESTIGATE THE BIOLOGICAL RELEVANCE OF THE TWO ABALONE FORMS TO PINTO ABALONE REHABILITATION. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. THE WESTERN REGIONAL ACQUISITION DIVISION, REQUIRES THAT ALL CONTRACTORS DOING BUSINESS WITH THIS ACQUISITION OFFICE BE REGISTERED WITH THE CENTRAL CONTRACTOR REGISTRY (CCR) AS OF OCTOBER 1, 2003.
