Description
NOTICE OF INTENT TO NEGOTIATE A SOLE SOURCE CONTRACT. PURPOSE IS TO NEGOTIATE WITH UNIVERSITY OF WASHINGTON (UW) FOR THE NATIONAL MARINE FISHERIES SERVICE (NMFS). UNDER PROPOSED CONTRACT, UW WILL STUDY BIOLOGICAL FACTORS FROM HARMFUL ALGAL BLOOM (HAB) OCCURRENCE IN PUGET SOUND, WASHINGTON. PARALYTIC SHELLFISH TOXINS ARE PRODUCED BY HARMFUL DINOFLAGELLATE SPECIES ALEXANDDRIUM CATENELLA AND ACCUMULATE IN FILTER FEEDING SHELLFISH. TOXIC EVENTS HAVE PREVIUOSY BEEN ATTRIBUTED TO LARGE-SCALE PATTERNS OF CLIMATE VARIABILITY. QUANTITATIVE ANALYSES NMFS COMPLETED IN 2007 FIND THAT A COMBINATION OF HIGH FREQUENCY LOCAL WEATHER CONDITIONS PRECEDE TOXIC EVENTS. DR. MANTUA AT UW IS THE PREEMINENT LOCAL CLIMATE RESEARCHER CURRENTLY STUDYING THE LINKS BETWEEN LOCAL AND LARGER SCALE CLIMATE FACTORS TO A NUMBER OF BIOLOGICAL FACTORS FROM HARMFUL ALGAL BLOOM (HAB) OCCURRENCE IN THE PUGET SOUND. WORK UNDER PROPOSED CONTRACT WILL ENHANCE NMFS? CAPABILITY TO FORECAST HAB EVENTS IN THE PUGET SOUND. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. THE WESTERN REGIONAL ACQUISITION DIVISION, REQUIRES THAT ALL CONTRACTORS DOING BUSINESS WITH THIS ACQUISITION OFFICE BE REGISTERED WITH THE CENTRAL CONTRACTOR REGISTRY (CCR) AS OF OCTOBER 1, 2003.
