- This is a Notice of Intent that the National Institutes of Health, Clinical Center under the authority of 41 USC 253(c)(1) intends to negotiate and award a sole source contract to Kaiser Permanente of Northern California in Vallejo, CA to test the feasibility of implementing an Outcomes Monitoring System (OMS) designed for use across all post-acute care settings, among a cohort of 250 stroke patients for a period of two years. Patients will be enrolled at Kaiser Permanente of North California for their hospitalization for an acute stroke and will be followed. The study to be provided includes but is not limited to the following: recruitment and training of appropriate staff; development of specific methods for data collection; enrollment of study participants; timely collection of data, quality control and central maintenance of data, de-identification of the data, conducting appropriate statistical analysis; and participation in manuscript preparation. The result of this requirement is determination of the feasibility of implementing the OMS through test administration at several time points to characterize a patient?s functional status after utilizing different post acute care settings. A secondary objective of this requirement will be to examine the outcomes of stroke patients based on their sites of care. Based on the above, the Government has determined that Kaiser Permanente of Northern California is the only source that can provide the necessary resources to develop the research protocol for Activity Measure Post Acute Care computer adaptive testing. All responses must be written and received within 45 calendar days from the published date of this notice. A written statement of capabilities and any other information must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. Oral communication is not acceptable and will not be honored. A statement of work is available upon request. There is no solicitation document. All questions must be in writing and can be addressed to Stephanie Trice via electronic mail to strice@cc.nih.gov. A determination by the Government to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. In order to receive an award, a contractor must be registered in and have a valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
