Description
To Offerors: Enclosed is a Solicitation Number 07M000168 entitled Workplace Helpline for the Substance Abuse Mental Health Services Administration. You are invited to submit a proposal in accordance with the requirements set forth. The award shall be a fixed - price, simplified acquisition. This is a Total Small Business set-aide. Please read the attached solicitation carefully and prepare your proposal in accordance with Attachment A, Instruction to Offerrors. Attachment A contains the evaluation criteria. Propective Offerors are requested to submit all questions in writing to Christopher.Ganey@psc.hhs.gov or by fax to 301-443-3238. You must reference RFQ number 07M000168. All questions must be submitted by 12pm EST August 8, 2007. Questions be will answered in an amendment to the solicitation. An original and two hardcopies of your technical and business proposals must be submitted no later than August 21, 2007, at 3:00 PM, Eastern Standard Time to: Department of Health and Human Services, PSC Division of Acquisition Management, SAS Attn: Chris Ganey Parklawn Building, Room 5-101 5600 Fishers Lane Rockville, Maryland 20857 RFQ 07M000168 AND: Offerors also shall send one electronic copy of your technical and cost proposals (separate files) to the e-mail address:PSCacquisitions@psc.gov no later than 3:00 p.m. EST, on August 21, 2007 It is the Offeror?s responsibility to get all proposals in on time. Because of the increased security at Federal buildings, please allow extra time for your proposal to be delivered to the Contracting Office. Failure to use the specified address could result in your proposal being delivered late. Please note that late proposals will be handled in accordance with the rules set forth in FAR Clause 52.215-1 ?Instructions to Offerors ?Competitive Acquisition (JAN 2004), Alternative I (OCT 1997).? No facsimile transmissions of the proposal will be accepted. This RFP does not commit the Government to pay any costs for the preparation and submission of your proposal. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed requirement.
