Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for quote (RFQ) F2Q366719AQ05 is a combined synopsis/solicitation for commercial items. This combined synopsis/solicitation is issued as a RFQ. Submit written offers only, oral offers will not be accepted. This RFQ is issued in accordance with FAR PART 13. Langley AFB, VA has a requirement to: (1) Install Siemens Apogee Components at Bldg 361, LOCRF, Langley AFB, VA, for integration to Langley?s master Siemen?s Insight Building Management & Control System; (2) Provide programming for Emergency Single Point Shutdown of Air Distribution Equipment and; (3) Install FLN Trunk Cable in Bldg 226, Langley AFB, VA. The applicable NAICS Code is 238220 with a size standard of $13 Million and Estimated Price Range is between $25,000 and $100,000. PERFORMANCE: Contract period will be nine (9) months to one (1) year from date of award. This acquisition is a Competitive, Service-Disabled Veteran-Owned Small Business 100% Set-Aside. WORKMANSHIP: 1) Provide all labor, materials, equipment, computer programming and other services necessary for the complete installation of Siemens Model 549-629 Modbus Modular Equipment Controller (MEC) with Modbus250 FirmWare configured for 8 DI/O and 8 AI/O ports, to be located in Bldg 361 Mechanical Room. Installation of approximately 400 ft (200 ft exterior and 200 ft interior) of conduit from mechanical room to exterior switchgear. Installation of RS485 and pull string in conduit for future point data. Programming and startup of MEC. Connection and integration to two (2) existing Modbus power monitors within external switchgear. Setup of trend and point data into existing Siemens Infocenter program (requires access to Langley domain). Setup screen graphics and database setup within Siemens Insight version 3.5.1. (requires access to Langley domain). 2) Provide all labor, materials, equipment, computer programming and other services necessary for the complete development of a single point computer based routine within Langley?s existing Siemens Insight version 3.5.1. Building Management & Control System software. Programming work shall include the following and will incorporate the Compliance Support Option for supervised control. Programming of approximately 80 individual buildings using Siemens Building Automation Systems controlling air handling equipment, and connected to Langley?s master Building Automation & Control System, to execute a sequenced shutdown of equipment and close controlled outside dampers. Development of shutdown graphics within Insight for single point execution. Program routine and graphics within Insight to group building zones for strategic and expedient recovery of shutdown. 3) Provide all labor, materials, equipment and other services necessary for the complete installation of a Floor Level Network (FLN) trunk within Bldg 226 at Langley AFB for future connection of HVAC components to the existing Siemens Apogee Building Automation System. Work shall include: Engineering and design of the network riser. Installation of approximately 10,000 ft. of 22 awg FLN cable within the ceiling plenum and terminating with a loop, but not connected, to existing VAV locations. Cabling within plenum will not require conduit. All work to be performed during normal business hours (Monday -Friday 7:30 AM ? 4:30 PM). Contractor shall be certified to work with Siemens Apogee and Insight Applications. The following provisions and clauses can be viewed on the Air Force FAR Site, http://farsite.hill.af.mil. Offerors are further advised that failure to register in the CCR and ORCA databases will render your firm ineligible for award. Registration requires applicants to have a DUNS Number. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government. This is a paperless acquisition.
