Description: The George C. Marshall European Center for Security Studies intends to competitively award a firm fixed price non-personal services contract for a Country Study on Afghanistan for the College of International and Security Studies in Garmisch-Partenki rchen, Germany. The scope of work for this contract includes the following: (1) a country study on Afghanistan within the methodogical framework of the Research project on 'From Failing State to Functioning State: Democratic Transformation in War Torn Co untries', (2) a detailed research report, (3) the participation in a workshop and (4) the compilation of a final paper aimed at publication. The anticipated contract performance period is 01 September 2007 thru 29 February 2008. The Government intends to use a best value trade-off process, considering language proficiency (Dari/Afghan Farsi and English), education, experience, past performance and price.
