Description
This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of US Army, HQDA Office Chief, Public Affairs, intends to procure technical support and subject matter expertise in supporting the development, coordination, integration, synch ronization, implementation and assessment of an external strategic communications program that powerfully communicates the Armys strategic messages to key audiences. The Armys communications challenges involve many diverse audiences and the Army must cl early communicate the purpose of the Army, highlight Army and Soldier achievements, portray the Army and Soldiers in a positive light and keep the American public connected to the American Soldier. Accomplishing these efforts will effectively support the Armys strategic goals of Maintaining Public Support which can be directly tied to positive Recruiting and Retention of the Army as a small business set-aside or under full and open procedures. Only small businesses are to submit capability packages. Int erested small businesses that are certified and qualified as a small business concern in NAICS code 541820 with a size standard of $6.5 million are encouraged to submit their capability packages outlining their experience in the following key areas or task s. Respondents are requested to submit a capability statement that clearly addresses their corporate capabilities to deliver required services. The capability statement is not to exceed 30 pages. Respondents must answer the following questions in their c apability statements. (1) What technical expertise and past performance experience does the contractor have in performing high-end, corporate level strategic and tactical public relations activities and missions? Specifically, what experience does the contractor have in creati ng and executing integrated outreach programs? Include the contract number, customer, contract value, type of contract, period of performance, prime contractor, brief description of services, Contracting Officers Representative (COR) name COR email addre ss and the CORs telephone number. (2) What technical expertise and past performance experience does the contractor have in pitching and securing media coverage of events? Also, what expertise does the contractor have in creatively developing a media hook to secure a story in print or broa dcast media on a particular subject? Specifically, what kind of media contacts and relationships does the contactor have at the national level and for non-traditional/niche media (culturally-diverse, entertainment, sports, etc)? Describe your professional network that will enable you to maintain a corporate culture in a variety of locations around the country. What specific tools and resources does the contractor use to measure and analyze the effectiveness of Public Relations pr ograms? If at least two responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 10:00 AM 3 August 2007 EST, the requirement will be solicited a s a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that no small businesses are capable of performing this requ irement based upon an evaluation of the capability packages submitted this requirement will be solicited under full and open procedures. No other synopsis will be posted for this requirement. To assist us in maintaining a list of interested small business es for this potential procurement, please provide your companys name, point of contact (POC), address, pho ne number, and business size under the above NAICS code to the POC for this procurement Adam Kitay. A Firm Fixed Price Contract is anticipated. The period of performance for this requirement is a 12 month base period with three one year options. A draft version of the Performance Work Statement (PWS) will be posted referencing the RFP number W91WAW-07-R-0085. A written Request for Proposal (RFP) will be posted on or about 8 August 2007. The PWS and RFP must be retrieved and downloaded from CCEs homepa ge at: http://dccw.hqda.pentagon.mil/services/Services.htm click on RFPS; select the desired RFP and click on the Process button. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Respons es to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled. Contractors are responsible for all costs for submitting their capability packages.
