Description

Single Phase Design Build, for Renovation of Build 2791, Fort Sam Houston, Texas: The Contract Specialist for this solicitation is Barbara J. Giddens, 817-886-1065; or by e-mail at barbara.j.giddens@swf02.usace.army.mil. Single Phase Design-build to renovate Building 2791 at Fort Sam Houston for suitable use as a Student Barracks as part of the Training Barracks Upgrade Program (TBUP) into an Advanced Individual Training (AIT  72121) barracks meeting the 2+0 configuration. This is a wall to tall re storation/modernization project and will provide approximately 284 beds. Building 2791 is eligible to be on the list of the National Register of Historic Places. Building 2791 is a three-story masonry and reinforced concrete structure with a full basement and partial attic, constructed in the 1930's. NAICS Code is 236220. Small Business Size Standard is $31Million. Estimated Construction Cost Range is $10,000,000 & $15,000,000. UNRESTRICTED Solicitation W9126G-07-R-0099 will be issued on or about 15 August 2007 with proposals due on or about 14 September, 2007 (unless otherwise stated in the solicitation). This contract will be based on best value to the Government, which may or may not result in accepting the lowest priced offer. There will be no public bi d opening. It is anticipated that when combined, the evaluation factors will be approximately equal to cost or price. HUBZone price evaluation preference will be applied to all qualified HUBZone small business concerns, provided that the HUBZone concern ha s not waived their evaluation preference and their price proposal is not more than 10% above the lowest large business concerns price. Plans and specifications will not be provided in a hard paper copy. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation.
