The U.S. Army Engineer District, Kansas City, ATTN: CENWK-CT-C, 601 East 12th Street, Kansas City, MO 64106-2818 intends to issue a solicitation set aside 100% for Small Business for Americas Army Marketing, Web Application Development and Network Support Services. Period of Performance: Begins late FY-07 and runs for one year from the date of award. This solicitation contains a base period year and an additional three option periods and will not exceed a period of four years. The total amount of the co ntract will not exceed $15 million dollars. The U.S. Army, Corps of Engineers, will award an indefinite delivery/indefinite quantity (ID/IQ) contract for support services relating to the marketing, development, back office and logistical, on-line and back- end technical support, and server hosting services related to the Army Game Projects (AGP) Americas Army computer game. Services include, but are not limited to, marketing, public affairs, back office and logistical support, website and network support and development, subject matter expert support in the area of U.S. Army tactics, server hosting support consisting of providing server co-location services at AGPs primary server farm located in Ashburn, Virginia to support a player base of over eight ( 8) million registered users, providing server hosting services including game instance, website, IRC, and forum servers and related equipment, and maintaining various software support licenses on behalf of AGP. This procurement is Lowest price, technicall y acceptable with a Solicitation for Services issued on or about 15 August 2007. SCOPE: The Contractor shall provide all management, supervision, administration, marketing, PR personnel, training, travel, data, documentation, supplies, materials, equipme nt and other items and services necessary to market and develop future versions of the web-based game and perform the functions set forth in a Performance Work Statement (PWS) for U.S. Army Engineer District, Kansas City, ATTN: CENWK-CT-C, 601 East 12th St reet, Kansas City, MO 64106-2818. The government will award a contract from review of responses to the solicitation requesting proposals. The responsible offeror, whose proposal best conforms to the services identified in the solicitation, will show itse lf most capable of providing the most advantageous services to the government with price, experience and past performance considered. For evaluation purposes price, experience and past performance will all be weighted the same. The standard industrial code is 7371. The NAICS code is 541611. OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Prior to quoting, vendors must complete online the Representations and Certifications. To do so requires CCR Registration, including an MPIN number. Instructions may be obtained, and required information may be entered, at http://orca.bpn.gov. One must register on the Kansas City District web site in order to receive any quotations. Proposals are due by August 31, 2007 no later than 3:00 pm (central standard time). REQUIRED CCR REGISTRATION: Prior to quoting, vendors must be actively registered in the Central Contract Registration (CCR ) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a quote, a quoter acknowledges the requirement to be registered in the CCR database pri or to award; during performance; and through final payment of any contract resulting from the solicitation. Refer to CCR clause (either 252.204-7004 or 52.204-7) Also, Federal Acquisition Regulation (FAR) requires offerors to provide representations and ce rtifications electronically via the BPN website at https:/www.bpn.gov/ocra/vendor as a prerequisite to receiving solicitation, to update the representations and certifications as necessary, but a least annually, to keep them current, accurate and complete, and to make changes that affect only one solicitation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 52.204-8, whichever is included in the solicitation.
