Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.5) with International Biomedical, 8508 Cross Park Dr, Austin, TX 78754, as the only source that can provide a Transport Infant Incubator (Military Approved). Specifically, the contractor shall provide a transport infant incubator that is cleared for use on board military aircraft. The system includes: Transport incubator housing, and monitors for: 1.) heart rate; 2.) respiratory rate; 3.) temperature; 4.) arterial blood pressure; 5.) inspired oxygen concentration; and 6.) oxygen saturation. It also has 1.) Assisted ventilation equipment; 2.) Intravascular infusion equipment; 3.) Medications; 4.) Equipment for: a.) intubation; b.) umbilical vessel cannulation; c.) chest tube placement; and 5.) Suction equipment. The transport infant incubator shall meet military specifications for use on board military aircraft and be registered as a Patient Movement Item with the Defense Medical Standardization Board, Fort Detrick, MD. The transport infant incubator and all of it?s components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. This acquisition is being conducted under FAR 13.5 test procedures for commercial items. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same or similar product. All capability statements received within 10 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to James Suerdieck at james.suerdieck@med.navy.mil. Statements are due by COB 10 AUG 07.
