SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) EXPEDITIONARY RESUSCITATIVE SURGICAL SYSTEM (ERSS) 1. The Naval Medical Logistics Command, 1681 Nelson Street, Frederick, MD 21702-9203, is seeking commercial sources for sourcing, configuring, packaging, labeling, and shipping medical materiel in a manner that facilitates quality and ease of use in delivering clinical care in expeditionary warfare environments both at sea and ashore. The Expeditionary Resuscitative Surgical System (ERSS)is designed for shipboard use, it will rely on a ?space of opportunity?, including the ship?s electrical, communications, and water supplies. The medical mission is to provide ?Level II minus? emergency care, resuscitation, and surgery for casualties aboard a small United States Navy or Military Sealift Command ship or deployed ashore. Surgical stabilization will be achieved through the use of damage control procedures to stop bleeding, contamination, and save life and limb, thereby enabling rapid transport to a higher echelon of care. The system includes specialized equipment, supply list for use by the Shipboard Surgical Team (SST), Expeditionary Surgical Team (EST), Expeditionary Trauma Team (ETT), and the En Route Care Team (ERCT). 2. System. The Expeditionary Resuscitative Surgical System (ERSS) consists of approximately 430 medical / surgical durable and consumable items, medical equipment, and pharmaceutical items assembled into three independent modules: a. Expeditionary Trauma Team (ETT) module: Provides initial emergency eyesight, life and limb saving actions, highly mobile and capable of functioning and maneuvering to and from a small platform, i.e., Guided Missile destroyer (DDG), Guided Missile Cruiser (CG), or other ship, or an expeditionary shore based position. b. Expeditionary Surgical Team (EST) module: Provides forward initial emergency resuscitative surgery, highly mobile and capable of functioning and maneuvering to and from a small platform, i.e. Guided Missile destroyer (DDG), Guided Missile Cruiser (CG), or other ship, or an expeditionary shore based position. c. En Route Care Team (ERCT) module: Provides treatment of patients during movement between capabilities in the continuum of care via air or ground vehicles. 3. Requirements. a. Contractor shall: 1. Provide / designate a project manager that will oversee all aspects associated with construction and assembly of each module and the assembly and shipping of the final ERSS as a whole. 2. The project manager will provide weekly status reports outlining module materiel attainment rates, build status, materiel source status, and other ad hoc status reports to NAVAL MEDICAL LOGISITICS COMMAND(NAVMEDLOGCOM). 3. Provide custom labeling and packaging to include packing lists and assembly directions where appropriate as well as in-transit visibility (ITV). 4. Take due consideration in packaging and managing perishable materiel and materiel requiring special handling as applicable. 5. Each ERSS module will be assembled by a. The module itself, i.e. ETT or ERCT, etc. b. Clinical discipline, i.e. surgeon, anesthesia, Operating Room (O.R.) nurse, critical care nurse, etc. c. Where applicable, by procedure or patient condition, i.e. pre-packed medical surgical consumables and monitoring devices needed for general anesthesia cases, etc. 6. Provide expedient method of module, assembly, and/or line item re-order. 7. Provide a written narrative and illustrated content pack list and sequencing manual. The manual is to note the exact location of each item for each module and assembly for ALL associated line items. 8. Packing configuration will facilitate easy visually based inventory. 9. ERSS Illustrated Inventory and Sequencing Manual distribution: a. (2) hard and electronic medium copies with each ERSS tailored to the specific module (EST, ETT or ERCT) b. (4) hard and electronic copies to NAVMEDLOGCOM c. These mediums will be provided to the NAVMEDLOGCOM Technical Point Of Contact (To be named) 10. Following completed assembly, the Contractor shall submit to a final inspection of the initial units by NAVMEDLOGCOM or designee. 11. The Contractor shall ship the ERSS modules to the location designated by NAVMEDLOGCOM. Delivery of final assembled ERSS modules will be Free On Board (FOB) Contractor?s point of assembly. Finished goods will be shipped via Contractor prepared Government Bill of Lading. 4. NAVMEDLOGCOM Contracting Point of Contact: CHARLES K.
