Description
The Government intends to solicit a Labor Hour Indefinite Delivery Indefinite Quantity, for a base with four options, to provide technical advisory services concerning Navy and Marine Corps public private venture program requirements, project development and execution issues, project oversight and monitoring activities, program metrics, and other DoD/DON special ventures. The work under this contract will be performed predominately in NAVFAC's area of concern, including but not limited to the Continental United States (CONUS), Hawaii, Guam and other overseas locations; this contract may be used world-wide. This aforementioned Labor Hour Indefinite Delivery Indefinite Quantity requirement, for a base with four options will be procured using a best value source selection. The solicitation is unrestricted; the North American Industry Classification System (NAICS) is 541611 with a size standard of $6,500,000.00. This best value procurement will require both technical and cost proposals. Award of the contract shall be made to the responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government, cost and technical factors considered. The specific evaluation factors will be included in the Request for Proposal. The Government may award the contract without conducting discussions; therefore, the offerors initial proposals shall contain its best terms from a cost and technical standpoint. The Government reserves the right to enter into discussions if deemed necessary to obtain the best value for the Government. The solicitation will be issued on approximately 20 August 2007. The receipt date of proposals will be on approximately 19 September 2007. The solicitation is available in electronic format only. The official access to the solicitation is via the Internet at http://www.esol.navfac.navy.mil. Contractors are encouraged to register for the solicitation when downloading from the NAVFAC E-Solicitation website. Only registered contractors will be notified by email when amendments to the solicitation are issued. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. In accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award. Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov.
