Description
This is for market research, not a request for quotations. The purpose of this announcement is to determine the number of potential qualified Service Disabled Veteran Owned Small Businesses, HubZone Businesses, or other Small Businesses who can furnish the service listed below. We are looking for the above type of companies to establish a guide and series of tutorials on the 2004 Accessibility Guidelines for posting to Access Board?s website and for individual dissemination on electronic storage media. Please provide any information regarding this type of work that you have performed in the past, in addition to your business size and type, and Duns number. Performance Work Statement Project to Develop a Web-based Guide on Access Board Facility Guidelines The U.S. Access Board, an independent Federal agency, develops and maintains accessibility guidelines under the Americans with Disabilities Act (ADA) and the Architectural Barriers Act (ABA). These guidelines contain detailed criteria for the design, construction, and alteration of the broad range of facilities covered by regulations implementing these laws. The ADA requires access to places of public accommodation, commercial facilities, and state and local government facilities, while the ABA applies to facilities that are federally funded. In 2004, the Access Board completed a comprehensive review and update of these guidelines. The revised ADA and ABA Accessibility Guidelines (the ?2004 Guidelines?) include new and revised provisions for accessibility and establish a more uniform level of access under both laws. A new format and harmonization with the model codes has also been accomplished in the new document. The 2004 Accessibility Guidelines contain design specifications for a wide range of building elements and spaces, including entrances, ramps, parking, restrooms, and telephones, among others. As the basis for mandatory design standards, they are used by architects and designers, code officials, builders, advocates and others across the nation. Proper and effective compliance requires that these professionals have a clear understanding of the scoping and technical provisions and easy access to guidance that explains the requirements and specifications and clarifies the rationale behind them. Purpose The Access Board seeks to establish a guide and series of tutorials on the 2004 Guidelines for posting to its website and for individual dissemination on electronic storage media. The Board intends a dynamic presentation of the content of the guidelines and related material; this product shall enable users to access relevant sections and provisions by section or subject matter, and shall include both text and graphic explication using drawings and illustrations, including isometric or three dimensional images, animations, and video. The system shall offer user options for on-screen presentation and navigation and interactive features appropriate for on-line education. All content -- text, graphics, audio, and video -- shall be accessible per section 508 standards (see Resources). Content will be furnished by the Access Board, either directly or from Board contractors, and will include AutoCAD drawings and illustrations, animations (generated using AutoCAD Revit and 3-D Studio software), video, and scripts for narration and verbal description. Task I: Plan for the Design and Development of the Guide Working in close collaboration with Access Board staff, the contractor shall produce a detailed plan for the development of this guidance tool on the 2004 Guidelines. The plan shall include a full description of system organization, operation, functionality, features, and appearance. The system design and development plan shall detail features for: ? High-quality display of design images, animations, and video clips and explanatory text and scripting as furnished by the Access Board ? Integrated accessibility for all users, including audible and visual narration, compatibility with screen-reading and magnification software, and compliance with standards for electronic and information technology issued under section 508 of the Rehabilitation Act (see Resources) ? A template for the system detailing its look, functionality, and operability ? Interactive features and user options for navigation (e.g., skip or jump to functionality) and on-screen presentation and display (e.g., muting audible narration) ? Dynamic textual display that will key explanations and clarifications to relevant text provisions in the 2004 Guidelines ? A means for periodic update or revision of the system?s content by the Access Board staff ? Identification of necessary hardware, software, and server upgrades or supplements for effective web-based operation, maintenance of the system, and CD or DVD production Steps for completion of this task shall include: 1. Meeting with the Access Board to review project goals and requirements and to receive a detailed briefing on guidance content and resources 2. Preparation and submission of a development plan and system design for the guidance tool for the Access Board?s review 3. Revision and modification of the submitted plan and design based on feedback from the Access Board 4. Submission of a final plan suitable for implementation. Task II: Development, Testing, and Implementation of Guidance Tool [OPTIONAL PENDING AVAILABILITY OF 08 FUNDING AND COMPLETION OF NECESSARY IT UPGRADES] The contractor shall develop the guidance tool according to the design and implementation plan finalized in phase I. Steps for the completion of this task shall include: 1. Meeting with the Access Board to review task goals and objectives and the system development and design plan 2. Development of a sample segment or module of the guidance tool for review and testing by the Access Board. (In preparation for this subtask, the Access Board shall provide the contractor all necessary graphic and narrative content) 3. Revision and modification of the sample program as requested by the Access Board, followed by additional review and testing by the Access Board and, as needed, follow-up revision 4. Development and implementation of all segments of modules of the guidance tool according to the finalized sample 5. Review and testing of the complete guidance tool by Access Board staff and others chosen at the Board?s discretion 6. Modification of the guidance tool according to comments from the Access Board and designated test participants before submission of the product in final form 7. Submission of a protocol and steps for revising and updating the content of the guidance tool by the Access Board Resources (available on the Access Board?s website) ?
