Description
NAICS Code: 334519 The US Environmental Protection Agency (EPA) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b), with TSI Incorporated to provide a Partical Sizing and Count Instrument for the U.S. EPA Office of Research and Development (ORD), National Exposure Research Laboratory (NERL). The NAICS code is 334519. Based on the EPA's knowledge of particle sizing and count instrumentation for direct air pollution measurements, TSI Inc. is the only contractor in the world that currently offers a water-based condensation particle counter, coupled with a differential mobility analyzer column in a package that is capable of a)being rapidly deployed to the field over a wide range of environmental conditions and b)making simultaneous measurements of a large particle range (0.005 ug to 1.0 ug) over a large span of concentrations (up to 2x107 particles per cm3) in both the laboratory and field setting. The instrumentation must be outfitted with a refillable water-based condensation particle counter because the instrument will be deployed in enclosed, indoor spaces in the field. The standard butanol-based CPC counters are unacceptable because they pose an untenable breathing and fire risk for instruments deployed in trailers that are occupied by humans. However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
