- CLARA BARTON MISSING SOLDIERS OFFICE 3D VISUALIZATION MODEL SCOPE OF WORK I. PURPOSE This purpose of this project is to create 3D rendered perspectives to aid GSA stakeholders in visualizing the completed restoration of the currently unrestored Clara Barton Missing Soldier's Office located at 437-441 Seventh Street, Northwest, Washington, DC. II. BACKGROUND The Clara Barton Museum project involves the restoration, rehabilitation and interpretation of a mid-19th century commercial building in Washington, D.C. that served as Clara Barton?s apartment from 1861 to 1864 as well as her Missing Soldiers Office of the U.S. Army from 1864 to1868. Located on the D.C. Heritage Trail from Civil War to Civil Rights, the Clara Barton office and apartment building is most significant as the place where Clara Barton lived during the Civil War when she served soldiers on the surrounding battlefields and after the War created the first Missing in Action investigative federal agency. The building is currently listed on the National Register of Historic Places as part of the Pennsylvania Avenue Historic Site. During the 1970s and 80s, The Pennsylvania Avenue Development Corporation (PADC) assembled Square 457-C for residential and office space redevelopment. PADC was unable to market and sell the property before the organization was abolished in 1996. The GSA/National Capital Region (GSA/NCR) received the PADC real estate holdings for final disposition, along with all site research and documentation. In November 1997, soon after assuming control of PADC?s holdings, GSA discovered artifacts above the 3rd floor ceiling that were confirmed as the personal property associated with Barton's occupancy of the building during the 1850s and 1860s. The objects found at 437 7th Street, NW included a tin sign stating Missing Soldiers Office, 3rd Story, room 9. Miss Clara Barton. Most of the other objects appeared to be Civil War documents and masculine property which may belong to Mr. Edward Shaw, a friend of Barton's. On investigation, GSA learned that original walls, floors, woodwork and wallpapers likely dating to Barton's occupancy had survived as well. In the aftermath of the discovery, GSA developed an offering of sale ?Request for Proposals (RFP), that added requirements for restoration and rehabilitation of the Clara Barton Apartment and Missing Soldiers? Office building. The RFP stated that the Government wanted the Clara Barton portions of the building to remain federal property and used in a to-be-determined museum-related fashion?. The RFP was issued in September 1998. The RFP required the following work to be completed at the offeror's expense: Rehabilitation of the building's exterior envelope, including the removal of the 1984 facade and reconstruction of a replication of the original 1855 design. Rehabilitation of all interior spaces to meet current building systems, fire, and Americans with Disabilities Act accessibility code requirements in all areas, all floors, except for the Clara Barton office/apartment, including the access hallway on the third floor and the original entrance and staircase at the southernmost end of the existing building, which was to be given special care as a conservation/restoration zone. Restoration of the entrance and staircase to their original state and function. Restoration and treatment of the Clara Barton office/apartment on the third floor as a unique space in accordance with Government mandates, including the creation of a perpetual Federal preservation easement, to be held and monitored by GSA. GSA selected Jefferson at Penn Quarter, LLP a subsidiary of JPI Inc., Irving, Texas, as developer of the PADC parcel incorporating the preserved Clara Barton Apartment and Missing Soldiers? Office into construction of new rental housing units behind the 1850s boarding house. GSA retained an easement in perpetuity for the approximately 4000 square feet identified in the sales agreement. The easement preserved the entire 3000 square foot third floor and 1000 square feet of the building?s first floor as museum restoration, interpretation and support spaces. Using funds set aside from the property sale in fulfillment of GSA?s compliance obligations under Section 106 of the National Historic Preservation Act, GSA is now preparing to conserve the third floor and renovate the first floor reception and office spaces. Studies prerequisite to museum conservation and restoration have been completed. Conservation and restoration design drawings and specifications for the work are complete. GSA envisions developing the Clara Barton museum in a similar fashion to the Lower East Side Tenement Museum, maintaining the unique sense of discovery that the spaces offer by preserving original materials in place to the greatest extent possible and carefully toning in replica finishes to blend with original, aged finishes that survive throughout the spaces, rather than restore the spaces to a like new appearance at the expense of the authentic discovery. GSA's next steps are to explore partnership options for operation of the museum space, concurrent with artifact cataloguing, to ensure that planning for museum conservation and interpretation is informed by knowledge of the material available for display. GSA intends to invite comments and suggestions from stakeholder/advisors who participated in the post-discovery panel discussions leading to creation of the preservation easement as part of the commercial redevelopment. The purpose of this model is to help stakeholders visualize the restored space as GSA intends to interpret it and interest appropriate nonprofits in entering into a partnership with GSA to operate the museum. III. OBJECTIVES A. To promote the museum concept to GSA leadership and external stakeholders. B. To build support within GSA for investing in the completion of the museum restoration and interpretation. C. To attract potential museum operators whose organizational goals are compatible with GSA?s stewardship vision. IV. SCOPE OF WORK A. Develop 3D rendered perspective of Clara Barton?s Missing Soldier's Office. 1) Using a 3D computer application(s), create a 3D geometric Building Information Model of the Missing Soldier?s Office restored according to the recommendations in the Conservation Report. Use 3D geometries (e.g., shapes, solids, surfaces, etc.) to represent building components. 2) The system of measure for modeling for historic spaces can be soft metric (e.g., designations such as 1 inch (25.4mm)in which metric equivalents are attached to SI units). Measurement accuracy must be 3mm (approximately 1/8th inch) per section 8.1.2 of the PBS CAD Standard (March 2004). 3) The Missing Soldier's Office measures approximately 20 by 40 feet. 4) The 3D model shall include floors, walls, trim and other architectural elements, and period finishes and furnishings based on available historic research. 5) The visualization model shall incorporate lighting and textures as appropriate to aid in marketing GSA?s vision for the museum space. 6) The digital images or data shall be deemed the property of GSA and a work of the United States Government. After submitting any deliverables under the contract to GSA, the contractor shall retain a royalty-free right to use and duplicate all images. 7) GSA will provide the following: 1. First and third floor plans and interior elevations showing the locations of walls and openings as developed for the recently completed stabilization and fire safety upgrade. 2. Detail photographs from remnants of wall and ceiling papers to be recreated in the simulation. 3. Schematic furniture layout and photographs and/or drawings of period-appropriate furnishings. 4. Photographs of selected artifacts to be highlighted e.g. the original Missing Soldier's Office sign. B. Alternates?Please submit a separate cost proposal for each alternate, completed as described in IV, A 1) Alternate A: Develop an additional rendered perspective showing Clara Barton's living quarters next to the larger office space. The room measures approximately 8 by 20 feet. 2) Alternate B: Develop an additional rendered perspective showing Clara Barton?s boarding house stair hall at the building entrance on Seventh Street and third floor landing leading to her living quarters and office space. The stair hall is a narrow space measuring about 7 feet wide. 3) Alternate C: Develop an animated walk-through simulating the museum visitor experience from entry through the original stair hall into Clara Barton's living quarters and office. 1. The walk-through path will be developed in consultation with the client after the lighting, finishes, and architectural elements have been fully reviewed and approved. 2. The walk-through should begin in the entry stair hall, then simulate visitor movement up the stairs and through Barton?s Missing Soldier?s Office and living quarters. V. PROJECT TEAM QUALIFICATIONS A. Historic Preservation Architecture 1) The A/E must demonstrate an established specialization in architectural historic preservation, satisfying, at a minimum, Department of Interior professional qualification requirements, and GSA qualification requirements for preservation architects (www.gsa.gov/historicpreservation>Project Management Tools>Qualification Requirements for Preservation Architects). 1. The A/E firm shall submit not less than one (1) example of a relevant project involving historic buildings of comparable complexity. 2. The A/E firm shall submit the qualifications of specific individuals assigned to this Contract, demonstrating their training and experience with the tasks required for the performance of the Work of this Contract. 2) The A/E team shall include individuals with the following specialized skills: 1. Historic building survey and analysis 2. Individuals with experience in use of CAD applications for restoration of historic interiors. B. Restoration Experience 1) The firm must have demonstrated experience accurately restoring historic spaces using original building documents and other archival material. C. Historic Interior Building Information Modeling 1) The firm must have demonstrated experience utilizing laser scanning and related Building Information Modeling technology to visualize historic interiors for restoration, interpretation, or marketing purposes. VI. DELIVERABLES A. Rendered Perspectives: For each space, submit progress and completion drawings as follows: 1) 50% Progress Drawing: Perspective drawing showing the space layout, volume, and period finishes. 2) 90% Progress Drawing: Perspective drawing, incorporating GSA comments, showing the restored and furnished space. 3) 100% Final: Final Drawing incorporating GSA comments. B. Virtual Animation 1) 50% walk through simulating the visitor experience from entrance into the space. 2) 90% simulation incorporating GSA comments on the visitor orientation and approach to the space. 3) 100% Final incorporating GSA comments. VII. SCHEDULE A. 50% Submission: 100 calendar days after notice to proceed. 1) Provide 1 electronic and 2 printed copies. 2) Allow 14 days for GSA review. B. 90% Submission: 60 calendar days after receipt of GSA comments. 1) Provide 1 electronic and 2 printed copies. 2) Allow 14 days for GSA review. C. 100% Submission: 30 days after receipt of GSA comments. 1) Provide four 8x11 printed copies, all electronic design files, and one complete set of images mounted for display measuring approximately 3 by 5 feet. VIII. PAYMENT Invoice after submission acceptance. Invoices must be submitted electronically to the GSA Finance Office in Fort Worth, Texas, as noted on the purchase order.
