- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a Crane, 1 ea., Model Year 2005 Linkbelt Model HTG 8675 LC or equal. Quoters are encouraged to offer a used crane since it is not anticipated that funding will be available to purchase a new crane. The minimum salient characteristics are as follows: I. BASE RATING: A. Capacity 70 to 75 ton, hydraulically operated truck mounted crane. II. UPPER STRUCTURE: A. The Boom shall be a Four Section, Fully Powered unit with telescoping sections that that are supported so that there can not be any metal to metal wear or contact. ? Telescoping sections shall be at least 125+ feet in length, with a 38+ foot swing away jib and include a telescoping fly section. ? Main boom shall have a mechanical boom angle indicator visible from the operator seat. B. Counterweights shall have a minimum of 5,000 lbs. of removable onboard weight. And shall have the ability to carry partial weights on the crane carrier. C. Upper Cab and Controls: ? All glass in the upper structure shall be Tinted Safety Glass. ? The upper structure shall have a windshield and top hatch that opens for operator visibility and be equipped with a Wiper system on both windows and a windshield defroster. ? The upper structure shall have back lighted gages to measure equipment vitals and the gauge package shall include as a minimum, Fuel level, Air pressure, Engine coolant temperature, Engine oil pressure and Hydraulic oil temperature. ? All operating controls shall be identified, indicating the name of the control with arrows or appropriate marking indicating the direction of travel. Foot controls shall be provided for swing brake, boom telescoping and engine throttle. Drum rotation indicators. Other upper cab controls include heater controls, outrigger sequence controls to include a sight level bubble, windshield wiper controls, electric horn, lights including exterior working lights and cab lights and engine start/stop. ? The crane shall be equipped with a standard anti two block system. ? Electronic ?RCL?, ?LMI? or ?RCI? System for accurate load information displayed in the cab and easily visible to the operator while operating. ? Air Conditioner with controls that are easily accessible. D. Hoist System: Two speed winches, Grooved drums, with Minimum of 450 fpm of line speed and Minimum of 18,000 pounds of line pull. Integral automatic braking. E. Hook Block: Equal to crane capacity F. Headache Ball: 8 to 15 ton capacity. G. Hydraulic System shall be able to operate all hydraulic systems at any time. ? Oil reservoir min of 170 gals. ? 10 micron oil filtration system. ? Oil Cooler equipped. H. Swing Unit: 360 degree continuous rotation. ? Equipped with disc swing brake. ? House lock for travel. I. All components and surfaces shall be coated on both sides with a quality coating, prior to assembly. III. 8 x 4 Carrier: A. Engine shall have a minimum of 400 horsepower, diesel fueled, minimum of 1350 pounds of torque. B. Transmission: Gear ranges low enough to minimize clutch wear when initially starting to move the crane and high enough to achieve 50 + mph. Highway travel. C. Axles: ? Front ? tandem, spring mounted suspension. ? Rear - tandem, bogie beam type with inter-axle differential controlled from the cab. D. Wheels/Rims Aluminum disc E. Tires shall be of a quality design and be capable of carrying maximum capacities imposed by the equipment/operation. Tubeless Radials. F. Steering shall be power assisted, rack and pinion style, with curb to curb turning radius of not more than 45 feet. G. Brakes shall be full service air operated on all wheels. With automatic slack adjusters at all locations (axles/wheels). Equipped with a dryer system for moisture prevention. Parking brakes spring set with air release on rear axles, controlled from the cab. H. Electrical: 12 or 24 volt system with minimum of 200 to 250 amp alternator. ? Batteries ? min. of 2,000 cold cranking amps. ? Headlights and all running/marker lights shall comply with DOT requirements. I. Outriggers shall be fully hydraulic operated with integral holding valves on each vertical jack. ? Operate from either ground station or operators cab. ? Shall be equipped with 24? aluminum float pads that are removable/ storable. J. Cab shall be one person acoustically insulated and rubber mounted to isolate the cab from the frame. And equipped with the following: ? Tinted, tempered safety glass. ? Windshield wiper/washer. ? Windshield defroster. ? Air Conditioning. ? Door and Window locks. ? Air Ride seat. ? Tilt Steering Wheel. ? Horn. ? Dome Light. ? Instrument Panel shall be equipped with back lighted gages to include at a minimum, speedometer, odometer, hour meter, tachometer, volt meter, fuel gauge, engine oil pressure, water temperature, air pressure, low air pressure warning indicator, and any other DOT required gauge or warning device. K. All components and surfaces shall be coated on both sides with a quality coating, prior to assembly. IV. Safety: A. Crane shall meet ANSI B30.5 requirements. V. Additional required equipment: A. Back-up alarm B. Aluminum fenders and storage boxes C. Tow-Hooks D. 360 degree visible strobe light E. Mud Flaps F. Steps to upper cab G. Fire extinguishers in both cabs H. Complete undercoating of the equipment frame. VI. TRAINING: A. Operator Training, minimum 3 hours B. Maintenance Training, minimum 3 hours C. Computer setup/calibration/repair VII. MANUALS & WARRANTY: A. (3)THREE COPIES OF OPERATORS MANUALS. B. (2)TWO COPIES OF MAINTENANCE MANUALS. C. LISTING OF RECOMMENDED SPARE PARTS. D. (1)ONE YEAR PARTS AND SERVICE WARRANTY, FREIGHT PAID BOTH WAYS. The provisions and clauses in the RFQ are those in effect through FAC 205-18. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 333924/750 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Deliver to: NASA/KSC Kennedy Space Center, FL 32899-0101 Delivery is required within 60 days ARO. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; to include the total number of performance hours and the documented maintenance records for the offered crane. (ii) price; (iii) past performance (see FAR 15.304); Technical capability is significantly more important that past performance. Technical capability and past performance, when combined, are approximately equal, when compared to price. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
