- The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simplified Acquisition Procedures a firm fixed price purchase order to Michael Chernew, Ph.D., Department of Health Care Policy, 180 Longwood Avenue, Boston, MA 02115. The purpose of this contract is to obtain the consultation services of Dr. Michael Chernew for the purpose of assisting the National Health Statistics Group?s (NHSG), Office of the Actuary (OACT) efforts to develop models to project health spending over the next 75 years and beyond. The Medicare Modernization Act (MMA) of 2003 requires the Medicare Trustees Report to report 75-year projections of Medicare spending relative to National Health Expenditures (NHE) and Gross Domestic Product (GDP). The National Health Statistics Group (NHSG) continues to work on development of models to project national health spending over this period. The contractor will assist NHSG in evaluation of the strengths/weaknesses of these models, determination of their appropriateness for use in the Medicare Trustees Report, determination of methodologies for merging alternative approaches, and helping to set the direction for future model development and refinement efforts. In addition, the contractor will help NHSG coordinate reviews of these models from other experts and synthesize their input into one set of recommendations. Dr. Michael Chernew, is a renowned expert in health economics and long-run projections. For the past year Dr. Chernew served as a consultant with NHSG/OACT concerning long run health modeling involving the same issues and many of the same models that will figure in the new contract. Dr. Chernew has unique knowledge of the issues surrounding long-run projections of health spending. His experience includes serving as a member on each of the last two Medicare Technical Panels that advised the Medicare Trustees on long-run health spending assumptions. Members of this Panel are approved based on their qualifications by the Medicare Trustees. Dr. Chernew has published articles on this topic, including an article in Health Affairs entitled ?Increased Spending on Health Care: How Much Can the United States Afford?? He recently served on an advisory panel convened by HHS to evaluate the computable general equilibrium long-run projections produced by CMS. In addition, Dr. Chernew has published numerous articles on topics such as the HMO insurance market, Medicare+Choice, modeling health insurance coverage, and the relationship of quality and employers? choice of health plans in renown journals such as the Journal of Health Economics, Medical Care, Archives of Internal Medicine, Inquiry, and Medical Care Research and Review. He is also co-editor of the American Journal of Managed Care. He is currently a professor at Harvard University, where his efforts are focused on health care cost growth and benefit plan design. He was previously at the University of Michigan where he was a professor in the Department of Health Management and Policy, Department of Economics, and Department of Internal Medicine. Dr. Chernew?s unique qualifications from an experience and educational standpoint make it unnecessary to consider another person for this contract. Any other contractor would also have to expend significant effort to develop in-depth knowledge of CMS\OACT long run modeling efforts with which Dr. Chernew is already conversant. It would be a hardship to the agency to consider anyone else for this work. All responsible sources may submit capability statements in consideration to the Agency at the above address.
