Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis, services Measuring prediagnostic levels of Measure IGF-1, IGF-2, IGFBP-3, and TGF-B1 and risk of pancreatic cancer with Lady Davis Institute for Medical Research, 3999 Chemin Cote Sainte Catherine, Montreal Quebec, Canada. This acquisition will be conducted under the procedures for acquiring commercial items/services as authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.106. The North American Industry Classification System Code is 541380 and the business size standard is $11M. The purpose of this procurement is to conduct assays to measure the serum levels of IGF-1, IGF-2, IGF BP-3 in up to 627 pancreatic cancer cases and controls from the Prostate Lung, Colorectal and Ovarian (PLCO) study. Specifically, the contractor shall: 1) Measure IGF-1, IGF-2, IGFBP-3 on ~627 PLCO stored serum samples ? Serum concentrations of IGF-1, IGF-2, and IGFBP-3 will be assayed by enzyme-linked immunosorbent assay (ELISA) with reagents from Diagnostic Systems Laboratory (Webster, TX); 2) Measure TGF-B1 on n=210 samples in a pilot study to determine the reliability of the assay. If the assays are deemed reliable, TGF-B1 may be measured in the 627 PLCO stored serum samples - Serum concentrations of TGF-B1 will be measured by enzyme-linked immunosorbent assay (ELISA) using a commercially available ELISA kit (Quantikine R&D Systems, Minneapolis, MN). The biomarker measurements may be pooled with other pancreatic cancer studies that have used the laboratory of Lady Davis Institute for Medical Research to measure IGF-1, IGF-2, and IGFBP-3. NCI investigators have analyzed specimens from the Alpha-Tocopherol, Beta-Carotene Study cohort to investigate the relationship of IGF-1 and IGFBP-3 and have used this laboratory to measure these analytes (Stolzenberg-Solomon, 2004). As an NCI study regarding pancreatic cancer is included in this consortium of pancreatic cancer studies, the measurement of these analytes will be comparable to that of other current pancreatic studies for pooling information for current and future research. Lady Davis Institute for Medical Research is the only source known to the NCI that can provide current measurement for ongoing and future studies regarding pancreatic cancer. Changing variables at this time will be detrimental to the current research in progress. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm ET on August 16, 2007 to Malinda Holdcraft, Contract Specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
