- This is a combined synopsis/solicitation prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation WILL NOT be issued. This procurement is a small-business set-aside; the NAICS code is 531320, which has a size standard of $2 million. The HUD Richmond office seeks to obtain Section 8 Rent Comparability Study services for Chesapeake Multifamily Hub projects located within the Hub?s jurisdiction in the Commonwealth of Virginia. The awarded purchase order shall have a minimum of three studies, and a maximum of 50 studies; estimated quantities will be based upon the awardee?s quoted unit prices, and will be included in the purchase order at time of award. The awardee must: (a) be a Certified General Appraiser, licensed and in good standing in Virginia; (b) be currently active and regularly engaged in performing RCSs or appraisals of multifamily housing; (c) meet all requirements of the Competency Provision in the Uniform Standards of Professional Appraisal Practive (USPAP) and have knowledge of HUD?s Section 8 Renewal Policy; (d) have no prospective or present financial interest in a Project Based Section 8 property, its ownership or management agent entity, or the principals of those entities; and (e) not be an employee of an owner of a Project-Based Section 8 property, the management agent, or the principals of those entities or have a business or close personal/family relationship with those parties that would commonly be perceived to create bias or a conflict-of-interest.
