- The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (M/CON) based in Washington, DC has a requirement that it intends to negotiate and award as a non-competitive contract to Glutton Productions, 27, RUE DE L ABBE GROULT, 75015, PARIS - FRANCE for a media center and filming studio that is all-inclusive of a complete polycom HDX 9002 HD system with global Internet servicing that is to be accessible 24/7 with high-speed Internet transmission capabilities and two (2) production assistants 7 days a week during the core hours of 5:30PM-10:30PM Paris time. Production assistants will greet guests as well as ensure that the broadcasts go smoothly. These individuals must possess not only technical skills, but also personal skills. Office space facilities must be available 24/7 constantly with 24-hour surveillance cameras and individual security keycard access. The amenities of this office space is all-inclusive of no less than the use of the polycom equipment package, with an office area no less than 22 square meters, two (2) desks, four (4) chairs, one working telephone for local and long-distance calls, and three (3) electrical outlets. These amenities include at no additional charge, all utilities that includes air conditioning during on and off hours in this all-inclusive arrangement. Office space shall constitute a ?home base? for correspondents, allowing them to broadcast breaking news by filing live televised and/or radio reports around the clock to meet the VOA?s mission. This is a sole source procurement in accordance with the Federal Acquisition Regulation (FAR), FAR Subpart 6.302-1(a)(1) under the authority of 41 U.S.C. 253(c)(1), other than full and open competition, only one (1) responsible source and no other sources or services will satisfy Agency requirements. Glutton Productions is the only known firm with the unique capabilities of the above combination of state-of-the-art equipment, available facilities, price, and location in Paris, France able to satisfied VOA?s requirement. Interested firms must submit adequate documentation of their capability to respond to this requirement in writing within fifteen (15) calendar days after the posting date of this notice. All documentation submitted shall be sufficient in depth and detail to allow for an evaluation without the need for added information. The Government will not accept oral or incomplete submissions. A final determination by the Government not to compete this proposed procurement will be based upon the response to this Public Notice, and is solely within the discretion of the Government.
