Description
The U. S. Department of Commerce, NOAA intends to solicit for purchase of 7 each, Switch, Waveguide, P/N SM2-641-2, NSN: 5985-01-428-3069; ASN: R400-2A1S1-2. This item was originally specified for use in the Weather Surveillance Radar WSR-88D Transmitter designed by the Original Equipment Manufacturer (Unisys). Since the part was an original element of the WSR-88D design, both the part and the vendor were formally qualified during acceptance testing of the WSR-88D radar. The waveguide switch is a very reliable component and seldom requires replacement. Accordingly, few spare waveguide switches have been ordered as spares replacements over the history of the WSR-88D. There are no other known qualified vendors who have the specifications for this part. Specific Technical Features: This waveguide switch must meet the requirements of MIL-S-55041, in addition to the original Source Control Drawing (SCD) No. 1213657 including: Frequency Range, Power Handling, VSWR, Isolation, Insertion Loss, Actuating voltage, Actuating Current, Switching Time, Operating Environment (temp, humidity, altitude, etc.) to name a few. The physical dimensions and connections are also potentially unique to the WSR-88D transmitter. The SCD also requires that any proposed part be subjected to a complete qualification under all conditions specified in the SCD. Procurement of this item is controlled under a Source Control Drawing to ensure that only qualified vendors deliver qualified parts. Sector Microwave Industries is the only approved vendor listed on the SCD. There are no known commercially available waveguide switches that will support the requirements defined. These items will be delivered to the National Logistics Support Center located in Kansas City, MO. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. The company is Sector Microwave Industries, Inc., 999 Grand Blvd., Deer Park, New York 11729. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Sector Microwave Industries, Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide this product. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified switch that provides the same fit, form and function as that specified. Any responses that provide for a part other than that specified must be accompanied by descriptive literature and certified test results that show it meets the same form, fit and function of the part number specified (P/N SM2-641-2). Also include the name, telephone number, and point of contact for businesses or other Government agency to which it has previously provided the item.
