Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of NOAA National Marine Fisheries Service located in Honolulu, HI has a requirement for a contractor to conduct killer whale population studies in the offshore waters in Hawaii. The purpose of this project is to assess overlap between the island-associated and offshore populations of false killer whales off the island of Hawaii, as well as examine the offshore distributions of other island-associated cetaceans. Work will be accomplished using vessel surveys, obtaining photo-identifications of all species encountered as possible. Fieldwork would be undertaken during Spring of 2008 field effort and should consist of at least 10 days of surveys. The area to be covered would include offshore waters (40-70 km) off the west shores of the Big Island of Hawaii. Research should be undertaken from a vessel in the 15-16m range with a crew of 3-8 individuals capable of working offshore waters (40-70 km). The goal is to maximize the number of encounters, the analyses will also utilize sighting information from local platforms of opportunity with ecotourism vessels, dive operations, and commercial vessels in the area where possible. A firm fixed price contract will be issued with period of performance that will commence from date of award and will end Sept 30, 2008.
