Description
This publication serves as notice of intent to procure services for the Department of Commerce(DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory located in Seattle, WA on a sole source basis with Alaska Department of Fish and Game in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Under proposed contract, Ms. Lorri Quakenbush of Alaska Department of Fish & Game will conduct two (2) field projects in Bristol Bay, one in spring and one in late summer or early fall. Up to fourteen (14) whales will be captured and have satellite transmitters attached and will be held for a period of time necessary to complete veterinary inspection, collect blood and other samples and asses blubber volume but not to exceed limits set by research permits. Subsequent to the research projects the contractor will monitor the data from the satellite transmitters and provide NMFS with raw data and a report summarizing the report. The National Marine Mammal Laboratory (NMML) is currently conducting research on the foraging behavior and habitat usage of Cook Inlet by the resident beluga whale population. An important component of this comparison to a similar population in Bristol Bay using satellite attached to beluga whales. Ms. Quakenbush is considered to be an expert in wild beluga capture and handling, she has conducted the similar projects in Bristol Bay and other areas in Alaska for the last five years and has thorough understanding of the science involved in this project. She has developed a successful field team and has strong working relationship with the local community which is necessary to ensure safety of both the captured animals and the field team. The government intends to negotiate a firm fixed price contract with period of performance anticipated to commence from date of award and will end Dec 31, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
