Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures with an anticipated value less than $100,000. The office of NOAA Tiburon Laboratory located in Santa Cruz, CA intends to acquire services to conduct submersible survey of demersal fishes, macro- invertebrates, habitats and marine debris within and surrounding the Cowcod Conservation Areas. There has been a long term study of the Cowcod Conservation area, and this planned cruise will further develop the baseline profile of this zone. The objectives of this study are (1) to evaluate change in density, abundance, and species and size composition of demersal fishes inside and adjacent to the conservation areas, (2) initiate feasibility study of diurnal activity patterns of demersal fishes in and around deep coral communities; and (3) evaluate change in marine debris associated with demersal habitats. The period of performance is through December 2008. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.302. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000. The known source is the Monterey Bay Sanctuary Foundation, Monterey, California. The Monterey Bay Sanctuary Foundation has been assembling partners and multiple fund sources for the large cruise planned for the Cowcod Conservation district. The team assembled has unique knowledge of this area of both the historical and existing marine populations and community dynamics. MBSF is uniquely organized to put together marine research projects in Central California and Mary Yoklavich will lead the SWFSC/FED team in this project. With such extensive knowledge and experience, the MBSF is the only qualified vendor.
