- Description
- This publication serves as notice of intent to procure supplies for the Department of Commerce(DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service located in Seattle, WA on a sole source basis with White Salmon Group in accordance with the authority of 41 U.S.C. 253 ( c)(1) only one responsible source. The government intends to acquire supplies using FAR Part 13, Simplified Acquisition Procedures. The proposed contract, is for quantity of 100 each 30 MHZ Custom Processor Boards with 1,2&3 pulse decoders. Specifications are as follows: Hardware specifications: Less than 2W power consumption. Operates on single 5V supply Board dimensions and RF connector placement same as RF board (drawing available) Provide four digital lines for antenna switching Data storage: 1) Main memory, 512M, not necessarily removeable. 2) Internal, removable 2G non-volatile memory, Windows compatible file format, accessible from rear 10Mb/s Ethernet port. Configurable IP address Watchdog timer Realtime clock On-board ambient temperature sensor Provide composite RSSI analog input from RF board Firmware specifications: Compatible with the latest version of Tracker Include all the functionality that the RLC 186-EB provides Ability to upgrade firmware from Ethernet port or serial port Ability to detect tags while downloading Download data using TCP and Xmodem protocols Ensure the capability of implementing the following features at a later date: Read GPS data via serial port Log file, including temperature data Automatic noise floor firmware The White Salmon Group wrote the tracker code for the specialized equipment, the hardware and firmware of custom processor board will be used with the 30 MHZ radio-tracking receiver, which must be designed to work closely with Tracker software. The government intends to negotiate a firm fixed price contract with a delivery date no later than Sept 28, 2007, FOB destination to NMFS Office Seattle, WA. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This is a small purchase action estimated value of less than $50,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
